Procedure
- Identify all stakeholder groups and key individuals.
- Capture interests, incentives, concerns, and likely influence.
- Map stakeholders on a power-interest grid.
- Define engagement posture by stakeholder category.
- Produce a RACI for major tasks/deliverables.
- Highlight conflicts, blockers, and negotiation needs.
- Recommend an engagement plan with cadence and artifacts.

Guardrails
- Explicitly separate fact, inference, and assumption.
- Prefer evidence-backed conclusions over polished speculation.
