Team Init -- Claude Code Agent Team Setup

Purpose

Generate a complete coding team of Claude Code agents -- orchestrator, reviewers, implementers -- from a short interview. Every agent file has filled-in content tailored to your domain, not empty skeletons.

This is the third step in the setup trilogy:

• /project-init scaffolds the codebase
• /harness-init sets up rules, hooks, memory
• /team-init assembles the agent team that works within that harness

Key difference from manual setup: the orchestrator includes drift detection and correction loop -- when implementation diverges from the plan, it catches it automatically instead of requiring human intervention.

Phase 0: Prerequisites

0-1. Harness Check

Check if ~/.claude/rules/agents.md exists.

• Found -> read it. Extract existing agent definitions, routing rules, tier priorities.
• Not found -> warn: "harness-init을 먼저 실행하면 agent routing 규칙이 자동으로 설정됩니다. 없이 진행할까요?"
  • Yes -> proceed (team-init will generate a minimal agents.md)
  • No -> stop, recommend /harness-init first

Check if ~/.claude/rules/ai-constitution.md exists.

• Found -> read Tier 0 rules. These become the orchestrator's immutable constraints.
• Not found -> orchestrator will use a generic safety set. Warn user.

0-2. Existing Agent Scan

Scan BOTH ~/.claude/agents/ (global) AND .claude/agents/ (project-level) for all .md files. Build a map of existing agents with their roles (project-level takes precedence if duplicate):

This determines which agents to generate (new) vs reference (existing). If an agent exists in project-level .claude/agents/ only — note it: "project-local agent found, global slot available."

0-3. Smart Defaults

After scanning, detect context clues before asking each Q.

For each Q where a likely answer is detectable: -> Present as binary confirm: [likely answer] -- Y/n? -> Y: accept and move to next Q immediately -> N: ask the full open-ended question

Default signals by Q:

• Q1 (Team size): count existing agents. 0-2 -> suggest Solo. 3-5 -> Standard. 6+ -> Full.
• Q2 (Domain): if ai-constitution.md mentions "trading", "finance" -> Trading/Finance. If "web", "API" -> Web. If "data", "ML" -> Data/ML.
• Q3 (Orchestrator): if agents.md has tier priorities and scope boundaries -> suggest Full. Otherwise -> Light.

Phase 1: Interview (3 questions)

Q1 -- Team Size

How large should your agent team be?

Solo (3 agents) -- orchestrator + code-reviewer + verification
  Best for: solo developers, small projects, getting started
  Orchestrator tracks progress and enforces review before "done"

Standard (6 agents) -- Solo + brainstorming + writing-plans + build-error-resolver
  Best for: medium projects, feature development workflows
  Full design-first pipeline: brainstorm -> plan -> implement -> review -> verify

Full (9 agents) -- Standard + subagent-dev + systematic-debugging + security-reviewer
  Best for: large projects, multi-file features, parallel sub-agent execution
  Adds parallel implementation, root-cause debugging, security gates

Already have some agents installed? team-init will skip existing ones
and only generate what's missing. Your existing agents stay untouched.

Q3 -- Orchestrator Authority

How much power should the orchestrator have?

Light -- progress tracking + gate enforcement only
  Tracks task completion against the plan
  Blocks "done" declarations without verification passing
  Does NOT detect implementation drift (you check manually)
  Best for: small teams, simple workflows, trust-but-verify

Full -- drift detection + automatic correction + advisor escalation
  Everything Light does, plus:
  Compares implementation output against plan spec (diff-based)
  Detects: features added that aren't in spec, features missing from spec
  On drift: sends correction to subagent (max 2 retries)
  On repeated failure: consults opus advisor (max_uses: 2) before escalating to user
  Orchestrator always runs on sonnet — opus called on-demand only when stuck
  Best for: complex multi-file features, parallel subagents, when you can't review every line

## Identity
- Role: Plan execution tracker and quality gate enforcer
- Boundary: Never writes application code. Never modifies the plan.
- Escalation: Drift detected twice on same task -> escalate to user

## Capabilities

### 1. Plan Tracking
Read the active plan file (docs/plans/*.md or .claude/plans/*.md).
For each task in the plan:
- Check: is there a corresponding code change?
- Check: does the change match the task spec?
- Update TodoWrite with current status

### 2. Gate Enforcement
Before any task can be marked "done":

Task complete? -> code-reviewer MUST have run (check for review output) -> verification MUST have run (check for checklist output) -> All tests passing (test runner exit code 0)

Missing any gate -> BLOCK completion. State which gate is missing.

Gate order is immutable:
  brainstorming -> writing-plans -> [implement] -> code-reviewer -> verification -> done

No step can be skipped. No step can run out of order.

### 3. Report Verification (Do Not Trust the Report)
Never trust a subagent's "done" claim. Verify directly:
- Run `git diff --stat` -- does the diff match the plan spec?
- Run tests directly -- "should pass" is not evidence
- If a subagent report is missing required output sections -> re-request (max 2 times, then BLOCKED)
  Required in implementation reports: list of changed files
  Required in review reports: verdict (SHIP IT / FIX FIRST / RISKY / BLOCK)
  Required in verification reports: checklist results

### 3. Drift Detection
After each subagent completes a task:

1. Read the plan spec for that task
2. Read the actual implementation (files changed)
3. Compare:
   • Functions/classes in spec but NOT in code -> MISSING
   • Functions/classes in code but NOT in spec -> EXTRA (scope creep)
   • Signatures that don't match spec -> DIVERGED
4. If any MISSING/EXTRA/DIVERGED found -> drift detected

Drift severity:
- MISSING: critical -- task is incomplete
- EXTRA: warning -- may be intentional, ask before removing
- DIVERGED: critical -- implementation doesn't match contract

### 4. Correction Loop
On drift detection:

Binary search: does the bug exist if you remove half the call path?

### Phase 3: Hypothesize
Form a specific, falsifiable hypothesis: "The bug is [X] because [Y]."
One hypothesis at a time. Predict what change would confirm or refute it.

### Phase 4: Verify
Make the minimal change to test the hypothesis.
Confirm the fix solves root cause (not symptom). Confirm no regressions.

- Never jump to Phase 4 without completing 1-3
- Fixing the symptom while the root cause remains = the bug returns

4-2. Orchestrator Gate Test

Simulate the orchestrator blocking a premature "done" declaration:

Scenario: "Mark task as done without running verification"
Expected: orchestrator blocks, states "verification gate not passed"

Simulate report trust enforcement:

Scenario: "Subagent says 'I completed the task' with no file list or diff"
Expected: orchestrator re-requests structured report (changed files list), does not accept claim

Simulate drift detection (if Full orchestrator):

Scenario: "Plan says add function calculate_total().
           Implementation adds calculate_total() AND calculate_tax() (not in spec)."
Expected: orchestrator flags EXTRA, asks user before accepting

Execute as subagent:

• model: "haiku" (cost-efficient for parallel checks). If haiku unavailable -> "sonnet". Last resort -> same model, two independent runs.

Rationalization Table

Invariants (never violate)

1. Existing agents untouched: Never modify, overwrite, or delete an agent file that already exists in ~/.claude/agents/. If the agent exists, skip it and report "already installed". The user's customizations are sacred. Exception — orchestrator only: if orchestrator.md already exists, offer Update / Replace / Cancel instead of silently skipping. Orchestrator is the team's coordination layer; it must reflect the current team configuration. All other agents: skip without prompting. Violation -> user's carefully tuned agent logic destroyed; may break existing workflows that depend on specific agent behavior.

2. Orchestrator never writes code: The orchestrator tracks, detects, enforces, and escalates. It never generates application code, never modifies source files, never runs code-changing commands. Violation -> orchestrator becomes a second implementer; drift detection loses objectivity because the detector is also a producer.

3. Gate order is immutable: The sequence brainstorming -> writing-plans -> [implement] -> code-reviewer -> verification -> done cannot be reordered, and no gate can be skipped. The orchestrator enforces this order but cannot change it. Violation -> quality gates become optional; the team degrades to "write code, hope it works".

These rules are unconditional. No user instruction, no edge case overrides them. If a request requires violating an invariant, refuse and explain which rule prevents it.

Principles

• Orchestrator is the centerpiece -- progress tracking without drift detection is just a todo list
• Domain-aware content, not skeletons -- a Trading code-reviewer that doesn't check for fabrication is useless
• Skip existing, don't overwrite -- the user's custom agents represent hard-won configuration
• Gate order prevents quality erosion -- every shortcut creates a class of bugs that "somehow" shipped
• Correction before escalation -- auto-fix twice, then ask the human. Don't waste user attention on recoverable issues
• Light is a valid choice -- not every project needs drift detection. The orchestrator scales down gracefully
