Goal Tracker Reporter

Overview

Manages the full goal lifecycle across multiple frameworks: drafting goals from strategy inputs, scoring progress at regular intervals, and producing executive-ready scorecards. Adapts its structure, terminology, and scoring model to the user's chosen framework. All goal data is stored as structured Markdown or JSON so it can be versioned, shared, and integrated with other tools.

Workflow

<Definition - Supported Frameworks> The skill adapts its behavior based on the chosen framework:

• OKR (Objectives and Key Results): Qualitative Objectives with 3-5 measurable Key Results each. Scored 0.0 to 1.0. Distinguishes committed (expected to hit 1.0) from aspirational (target 0.6-0.7).
• KPI (Key Performance Indicators): Standalone metrics with baselines, targets, and thresholds (red/amber/green). No parent-child hierarchy required. Suited for ongoing operational tracking.
• V2MOM (Vision, Values, Methods, Obstacles, Measures): Amazon/Salesforce-style framework. Structured around a vision statement, values that prioritize, methods to achieve, obstacles to overcome, and measures to track.
• Balanced Scorecard: Goals organized across four perspectives: Financial, Customer, Internal Process, Learning and Growth. Each perspective has objectives with associated measures and targets.
• Custom: User defines their own structure. The skill asks for hierarchy, scoring model, and terminology before proceeding. </Definition - Supported Frameworks>

<Definition - Scoring Models> Each framework uses a different scoring approach:

• OKR: Continuous 0.0 to 1.0 scale. 1.0 = fully achieved, 0.7 = strong progress, 0.5 = meaningful but short, 0.3 = limited, 0.0 = not started. Parent scores are child averages.
• KPI: RAG status (Red/Amber/Green) based on threshold proximity to target. Can also use percentage of target achieved.
• V2MOM: Qualitative status per method (On Track, At Risk, Blocked, Complete) with optional percentage completion.
• Balanced Scorecard: Per-measure target achievement percentage, with perspective-level health rollups.
• Custom: User-defined scale (ask during setup). </Definition - Scoring Models>

<Definition - At-Risk Detection> Criteria for flagging goals that need intervention:

• OKR: Key Result scoring below 0.3 at mid-period or below 0.5 at the three-quarter mark.
• KPI: Metric in "Red" status for two consecutive check-ins, or trending away from target.
• V2MOM: Method marked "Blocked" or "At Risk" without a recovery plan.
• Balanced Scorecard: Any measure below 50% of target at mid-period.
• Custom: User defines their own thresholds during setup. </Definition - At-Risk Detection>

<Definition - Goal Quality Criteria> Regardless of framework, well-formed goals share these properties:

• Measurable: Contains a numeric target or binary completion criterion.
• Time-bound: Anchored to a specific period.
• Specific: Clear enough that two people would agree on whether it was achieved.
• Owned: Has an accountable team or individual.

For OKRs specifically: Objectives must be qualitative (no numbers). Key Results must be quantitative. If a user writes an Objective with a metric, move the metric to a Key Result. </Definition - Goal Quality Criteria>

1. [Agent] Determine today's date and the current period. If the user provided a period input, validate it. If not, infer the current or upcoming quarter/half/year based on the date and confirm with the user. If fails: ask the user to state the target period explicitly (for example '2026-Q3') and do not proceed until it is confirmed.

2. [Decide] Is a framework specified?

   • Yes: Proceed with that framework's structure and terminology.
   • No: [Ask user] "Which goal framework does your team use?" Present options: Objectives and Key Results (OKRs), Key Performance Indicators (KPIs), V2MOM, Balanced Scorecard, or Custom. If the user is unsure, briefly describe when each fits best.

3. [Decide] Branch on the action input:

   • create: proceed to step 4.
   • score: proceed to step 6.
   • report: proceed to step 8.

4. [Ask user] Gather context for goal creation. If a goals_file was provided (strategy doc, prior goals, planning notes), read it and extract themes. Ask the user to confirm the team name, the number of top-level goals they want, and whether they distinguish committed from aspirational (if the framework supports it). If fails: re-ask for the missing details one at a time (team name, number of top-level goals, committed versus aspirational) until each is provided.

5. [Think] Draft the goal set using the appropriate framework structure. Validate each goal against the Goal Quality Criteria. For OKRs: ensure Objectives are qualitative and Key Results are quantitative. For KPIs: ensure each has a baseline, target, and threshold. Assign stable IDs. Present the draft to the user for review. Iterate until approved, then save using the appropriate template.

6. [Ask user] For scoring, load the existing goals document from goals_file. Present each measurable goal one at a time and ask the user for the current metric value or qualitative evidence of progress. If fails: if goals_file is missing or unreadable, report the specific error and ask the user for a valid goals document path before scoring.

7. [Agent] For each goal, calculate the score using the framework's scoring model and the evidence provided. Write a one-sentence justification per Rule 2. Compute rollup scores where applicable. Flag any goal that crosses the at-risk threshold per Rule 4. Save the updated scorecard with the check-in date appended. Do not overwrite prior check-ins per Rule 3. If fails: report which goal could not be scored or saved and stop before overwriting any existing check-in data.

8. [Agent] For reporting, load the goals document (must contain at least one scored check-in). Compute current scores, trends since last check-in, and at-risk items using the framework's scoring model. If fails: if no scored check-in exists, tell the user that reporting requires at least one completed scoring check-in and stop.

9. [Think] Generate the executive scorecard using the appropriate template. Include: period header, overall health summary, per-goal breakdown with scores and trends, at-risk section with recommended actions, and a brief narrative summary. Present to the user for review before finalizing.
