Implement the work described by the user in the spec or tickets.
The spec normally comes from to-spec and the tickets from
to-tickets. If the user passes a reference rather than the work itself
— a ticket number, a path, an issue URL — fetch it from the configured tracker and read it in full
before starting. If no tracker has been configured, default to the local-markdown tracker: tickets
live one per file at .scratch/<feature-slug>/issues/NN-<slug>.md. /setup-skills changes which
tracker is the target; it is not a prerequisite for this skill.
Use tdd where possible, at pre-agreed seams.
Run typechecking regularly, single test files regularly, and the full test suite once at the end.
Once done, use code-spec-review to review the work.
Commit your work to the current branch.
