Intent Brief (ask if not supplied)
Before spawning anything, establish what the change was meant to do: the PR description or a one-line statement of intent, the project conventions that apply (CLAUDE.md / AGENTS.md if present), and anything deliberately out of scope. Pass this to every agent.
Without it, agents cannot flag "implementation diverges from stated rule" — the class of finding that matters most — and they will re-flag deliberate deferrals as defects. claude-code-review- council A/B-tested this on one diff: briefed reviewers caught 3 P1s, including a stated-rule violation, that unbriefed reviewers could not surface.

STEP 2: MCP RESEARCH PHASE

one this session actually exposes, and skip the step if neither is present.

It takes query plus optional language, repo ("owner/name") and path, caps at 10
results, and rate-limits readily. On Rate limit exceeded, carry on without it and say so
rather than implying the search came back clean. To read a whole file from a public repo,
use gh api repos/{owner}/{repo}/contents/{path} --jq '.content' | base64 -d.

STEP 3: SPAWN BRUTAL AGENTS (PARALLEL)
CRITICAL: Launch ALL applicable agents in a SINGLE message with MULTIPLE Task tool calls.
Each agent receives:
- Target files/scope
- Mode-specific focus areas (from references/mode-configurations.md)
- MCP research results from Step 2
- Brutal personality directive
Model Selection — spend the cheapest tier that can do the job
Bundled defaults: brutal-security and brutal-architecture at opus (deepest reasoning, where
a miss is most expensive); brutal-quality, brutal-performance and brutal-style at sonnet.
Override per run: QUICK mode can drop everything to sonnet, and a large uniform codebase can run
haiku for the mechanical sweep of style. Never spawn five opus agents for a small diff — and
if a cheaper agent returns something thin, re-run that one higher rather than raising the tier
for the whole panel.

STEP 3.5: VERIFY BEFORE YOU COUNT (MANDATORY)
Agents generate; this step judges. Never let a raw agent finding reach the score.
Every project in the field that survives contact with real users separates these two steps — qodo/pr-agent runs a dedicated reflection prompt that scores whole suggestion classes to zero, and claude-code-review-council states outright that the panel is not the value, the synthesis is: "they also produce false positives that look authoritative."
For each finding returned by an agent:
- Re-read the cited code. Open
file:lineyourself. A finding whose citation does not support it is dropped, not downgraded. - Demand the failure scenario. No concrete input/state → wrong outcome? Drop to MINOR or cut.
- Apply the zero-score list from the agents' calibration section — docstrings, unused imports, type hints, "verify that…", unsourced style preference. These are never findings.
- Re-rate severity yourself. The agents' labels are starting points, not gospel. A "CATASTROPHIC" that is really a nit gets downgraded; a "MINOR" race condition gets promoted.
- Distrust unanimity too. Agents share a base model and therefore share blind spots. Agreement raises confidence; it does not establish truth.
Record every dropped finding. They go in the report's "Dismissed" section — showing what you threw out is what makes what remains believable.
STEP 4: AGGREGATE RESULTS
After all agents complete, aggregate their findings.
4.1 Collect Agent Outputs
Parse each verified output (post STEP 3.5) to extract:
- Raw score for their category
- Issues with severity and location
- Multi-category impact deductions
Tag each surviving finding with every agent that independently raised it, e.g. [sec|qual]. Where
two agents contradict each other, surface the disagreement rather than silently picking one —
a split panel is information the reader needs, not noise to resolve away.
4.2 Apply Mode-Specific Weights

4.3 Calculate Multi-Category Deductions
When an issue affects multiple categories:
- Apply deduction to ALL affected categories
- Track which issues have cross-category impact
- Ensure no double-counting of the same underlying flaw
4.4 Compute Final Weighted Score

STEP 5: ENFORCE ZERO TOLERANCE
The finding list is the verdict. The score is a summary of it, not a measurement. Report both, and say plainly when the number is an artefact rather than a reading: two CATASTROPHIC findings floor a category to 0, and a floored 30%-weight category removes 30 points regardless of how sound everything else is. That is the scale reporting the floor, not the codebase being 30 points worse. No project in the surveyed field gates on a single aggregate — pr-agent scores suggestions individually, claude-code-review-council uses per-finding severity. Treat a FAIL as "read these findings", never as "this codebase is 20/100".
