Evidence boundary
An external policy or framework is a source of requirements or guidance. It is

Applicability: the conditions that decide whether the requirement may

Applicability gap: missing facts that could change whether or how a

Workflow
1. Frame the decision
Write one sentence:
Decide whether requirement <source/version/section> may apply to
<product, actor, jurisdiction, system type, surface, audience, and effective date>, and if so map it to <control/owner/receipt/exception> before

Name the user or business job, affected people, decision owner, consequence of

7. Resolve conflict, freshness, and authority
Compare source versions, organizational policy, customer contract, product
behavior, and observed runtime. Record which source wins, who can decide, and
what must be revalidated. A newer document is not automatically the applicable

ledger. If conflict, stale scope, or missing owner could affect an irreversible
