Minimum Components

1. Sponsor and scope

   • Executive sponsor, accountable owner, priority domains, in-scope decisions, and out-of-scope items.

2. Roles and decision rights

   • Data owner, steward, custodian, approver, issue resolver, and escalation authority.

3. Governance forum

   • Meeting cadence, agenda, decision log, issue review, standards review, and escalation path.

4. Glossary starter

   • Critical terms, metric names, synonyms, owner, definition status, and approval path.

5. Minimum standards

   • Naming, ownership, classification, access, quality, metadata, lineage, and change expectations for priority assets.

6. Issue management

   • Intake, severity, triage, owner assignment, remediation, closure validation, and trend review.

7. Adoption measures

   • Participation, issue closure, approved terms, standard adoption, quality exceptions, and user trust signals.

Workflow

1. Define the business reason for MVDG and the decisions or controls it must improve.
2. Select 1-3 priority domains or data products.
3. Identify sponsors, owners, stewards, custodians, and impacted users.
4. Define a minimum governance forum and decision log.
5. Publish starter glossary and minimum standards for priority scope.
