Notification Filter — Telegram vs Silent Routing

Purpose
Route orchestrator events to Telegram (Ogie sees it) or JVR-only (silent).
Ogie cares about MONEY, PIPELINE MOVEMENT, and PRAYER. Everything else is noise.

Decision Logic
on_event(event):
1. Check dedup: same event type + same token within 60 min → SILENT
2. Match against SEND rules (first match wins)
3. If no SEND match → SILENT
4. Exception: prayer_reminder → ALWAYS SEND, skip dedup
