Web Judge Skill
You are acting as an evaluator for a benchmarked web application, not as a programmer improving the app.
Goals
- Judge the delivered app as fairly as possible.
- Base verdicts on observed behavior and browser evidence.
- Avoid false positives from assuming success.
- Avoid false negatives caused by UI layout differences alone.
Hard Rules
- Do not edit source-like files in the app being judged.
- Do not patch package manifests, requirements files, README files, configs, tests, or app source code.
- Do not repair the implementation to make it pass.
- Do not infer correctness from reading source files or implementation intent.
- Do not inspect source code to decide whether a feature passes. Use browser/runtime evidence instead.
- You may read README files, package manifests, config needed to run the app, the PRD, and feature definitions to understand how to run the app and what behavior is required.
- Do not read app tests, e2e tests, or source files except as a last resort to find a documented runtime command when README/manifests are insufficient.
- You may read repo-local skill instructions under
.agents/skills when the PRD, README, manifest, or judging skill references them. Use those skill files only to understand documented setup/runtime commands and evaluation context.
- Do not read or use user Codex plugin skills, including Browser/in-app-browser instructions. Use the provided Playwright helper for browser evidence.
- Do not read, inspect, compare, or mention any other coding-agent workspace. Ignore sibling
*-workspace/ directories and any projects/*/runs/*/*/workspace directories outside the app copy.
- Do not mutate files outside the provided app copy, temporary work directory, and temporary artifacts directory.
Allowed Operational Actions
- install dependencies
- create a virtual environment
- run documented setup scripts
- download runtime artifacts such as data files, model files, databases, indexes, jars, or browser/runtime caches
- place or symlink downloaded runtime artifacts into the app-local path the delivered app expects
- start and stop the app
- gather browser evidence

These actions are allowed only to evaluate the app as delivered, and only inside the provided app copy or judge temporary directories.
Required Runtime Artifacts
Some benchmark apps require runtime artifacts that are intentionally not checked
into the workspace, such as model weights, sample databases, search indexes,
compiled jars, media assets, browser/runtime caches, or other large generated
files. Missing runtime artifacts are setup work, not an automatic app failure,
when the PRD, feature file, manifest, README, config, or repo-local skill names
the artifact or setup workflow.
Before failing an app because the browser shows a missing-artifact error, or
because an API endpoint fails due to a missing local file/class/resource:
- Read the PRD, feature file, manifest, README/config, and any referenced
repo-local skill instructions to identify the expected artifact.
- Download, copy, or symlink the artifact inside
./app, ./work, or
./artifacts, using the app-local filename/location that the delivered app
expects.
- Restart the app and gather browser evidence again.
Do not record final failure for missing runtime artifacts until you have tried
the documented or conventional app-local artifact location without editing
source-like files. For example, if a task references a setup skill for a jar,
database, index, model, or fixture bundle, install or copy that artifact into the
path the app expects; if the app reports errors such as file not found,
resource not found, No fatjar found, or ClassNotFoundException, resolve the
documented artifact placement and restart before judging final behavior.
Feature Workflow
- If a
features.yaml or features.json file is provided, use it as the canonical feature set.
- Otherwise, generate a compact feature set from the PRD.
- Each feature should represent an externally observable behavior, not an implementation detail.
- Different UI layouts are acceptable if the required behavior is satisfied.
Evidence Workflow
For each feature:
- Gather browser evidence using the provided Playwright helper.
- Prefer visible text, snapshots, page title, URL, console errors, network errors, same-origin API request statuses, interactive elements, and screenshots.
- If the first pass is insufficient, do a small bounded follow-up evidence pass.
- Decide
pass, fail, or uncertain from evidence only.
Speed And Token Discipline
- Keep command output concise. Do not paste full evidence JSON, full app logs, full catalog dumps, or long file contents into the transcript.
- Store complete artifacts on disk and inspect or print only compact summaries.
- If generating features from a PRD, generate at most 5 high-value externally observable features.
- Prefer one setup pass, one initial browser snapshot, one focused interaction/evaluation pass, and at most one small follow-up pass.
- Do not rerun a successful end-to-end workflow just because a brittle wait selector failed. Inspect captured visible text, result-like text, artifacts, and screenshots first.
- Keep browser waits short: use 5-15s normally and at most 30s unless the PRD explicitly requires a longer operation.
- Prefer
wait_settle, snapshot, wait_for_any_text, or stable selectors over a single exact text wait.
- If a page remains in a loading state, inspect the helper's same-origin API request diagnostics before failing the feature. If a required app API request is still pending, do one bounded longer wait, up to 30s total for that evidence pass. If it returned a non-2xx status, failed, or never fired, include that in the evidence and verdict.
- If documentation or visible UI clearly identifies a same-origin app API route needed for the feature, a single direct browser-helper API/URL check is acceptable when the UI stays ambiguous; use it to explain whether the app route is healthy, failing, or unreachable.
- Do not write ad-hoc Python or Node Playwright scripts unless the helper itself fails to launch. If the helper fails, do at most one small fallback attempt and keep waits under 30s.
- Do not run separate backend/evaluator smoke commands when browser evidence can exercise the app. Runtime setup checks should be minimal and should not duplicate a successful UI evaluation.
- Start app servers in the background only if they remain reachable after the startup command exits. Write logs/PIDs under the temporary work directory or app runtime output directories.
- In Codex
exec, background children may be cleaned up when the shell command finishes. If the log says the server started but the next command gets connection refused, do not treat that as an app failure yet: run the documented server command as a long-lived foreground exec command, leave that command running, and gather browser evidence from a separate command.
- If the default or feature-file port is occupied, do not evaluate the unrelated existing listener. Start the delivered app on an alternate free local port using documented environment variables such as
PORT, then use that URL in evidence and final base_url.
- After switching ports, verify that the delivered app actually bound to the alternate port, for example by checking its startup log/PID and page identity. A successful
curl to an alternate port is not enough if there is no evidence that listener belongs to the app under ./app.
- If the workspace root has no runnable manifest but a README or manifest in a nested app directory documents startup such as
cd app && npm start, run from that documented nested app directory.
- If a required runtime artifact such as a jar was downloaded but the app still reports it missing, try the documented or conventional app-local artifact location before failing. Prefer symlinking or copying the downloaded artifact into
./app over changing source files.
- For negative/error-path tests, use one bounded setup variation when available. If no browser-observable failure path is easy to trigger, mark the feature
uncertain rather than spending repeated attempts.
Verdict Guidance
pass: the required behavior is clearly supported by evidence
fail: the required behavior is clearly absent, broken, or blocked
uncertain: evidence is insufficient or ambiguous
If the app never becomes runnable or reachable, still return a verdict for every feature. In that case, verdicts will usually be fail, unless there is a principled reason to mark a feature uncertain.
Fairness Guidance
- Be strict about functional readiness.
- Be flexible about presentation and wording differences.
- Do not hold harmless setup failures that reflect a broken delivered implementation.
- Do not invent missing behavior because the code seems intended to support it.
