Background: The Staging Model

Balaji maps community building to startup building. Just as you don't found a public company directly, you don't found a network state directly. There are waypoints.

Step 1: Diagnose Current Stage

Ask these questions:

1. Describe your community in one paragraph. How many members? Where do they gather?
2. What is your one commandment or moral premise? (If none, route to one-commandment-generator.)
3. Has your community ever done anything together beyond talking? (Fundraised, built something, organized an event, collectively defended a member?)
4. Does your community own or lease any physical space?
5. Has any government entity acknowledged your community's existence?

Stage Classification:

Pre-Startup Society (no clear moral premise, just a social group):

• They have a community but no differentiation from mainstream society
• Missing: the one commandment
• Action: Define the moral innovation before anything else

Startup Society (moral premise + online community, no collective action):

• They have a reason to exist and people who believe in it
• Missing: the ability to act as a group
• Test: "Can you get 100 members to do the same thing on the same day?"

Network Union (collective action capacity):

• They can coordinate, fundraise, defend members, build things together
• Missing: physical presence
• Test: "Can you get members to invest real money into shared physical infrastructure?"

Network Archipelago (physical properties connected via internet):

• They own or lease real estate in multiple locations
• Members can physically gather in community-owned spaces
• Missing: diplomatic recognition
• Test: "Would an existing government take a meeting with your leadership?"

Network State (diplomatically recognized):

• An existing government has formally recognized your community's governance
• This is the endgame, equivalent to IPO

Step 2: Define the Stage Transition

For the transition from current stage to next stage, identify:

Startup Society -> Network Union:

• Minimum viable collective action: What is one thing 100+ members could do together this month?
• Leadership formalization: Does the community have a recognized founder with clear authority?
• Communication infrastructure: Is there a "team dashboard" (not just a chat room)?
• Economic coordination: Can members pool resources (token, treasury, dues)?

Network Union -> Network Archipelago:

• First property: What physical space could the community crowdfund first? (Co-working space, apartment building, event venue)
• Geographic strategy: Where in the world are members concentrated? Where is regulation friendly?
• The popup test: Has the community done a Zuzalu-style temporary gathering? (See references/frameworks/zuzalu-and-popups.md)
• Digital-physical bridge: How will physical spaces be connected to the digital community? (ENS logins, smart locks, AR overlays)

Network Archipelago -> Network State:

• Census credibility: Can you cryptographically prove your population, income, and real estate footprint?
• Diplomatic pathway: Which existing governments are most likely to recognize you? (Small, innovation-friendly nations like Singapore, Estonia, El Salvador, UAE)
• Legal structure: What legal entity holds the properties? How is governance formalized?
• Scale threshold: Balaji doesn't specify an exact number, but the analogy to startups suggests you need significant "revenue" (GDP) and "users" (population) before any "exchange" (government) will list you

Step 3: Identify Stage-Appropriate Activities

Many communities fail by doing activities appropriate to a later stage. A startup society trying to write a constitution is like a pre-seed startup writing an S-1.

Step 4: Apply the Missionary vs. Mercenary Test

At every stage, check whether members are missionaries or mercenaries.

Warning signs of mercenary dominance:

• Members joined primarily for financial upside (token appreciation)
• No one can articulate the one commandment from memory
• Collective action only happens when there's a direct financial incentive
• Member retention drops when token price drops
