Queries the moderator PostgreSQL database — MODERATOR_DATABASE_URL, one instance since the 2026-08-21 consolidation, holding the Retool-era moderation tables (UserNotes, UserStrikes, ReToolActions, …) alongside the xguard-lab tables.
