"Wire up Mailchimp for the trigger sequence" fails. M-2 Deployment hypothesis discipline

Every infrastructure change ships with a leading indicator (latency / throughput / error rate / deliverability), a measurement window, a kill threshold, and a documented rollback procedure (≤ 30 min revert · feature-flag preferred). "Deploy T1 Mailchimp wiring for RA. Leading indicator: Postmaster Tools sender reputation medium or high for 7 consecutive days from D+0; per-touch open rate ≥ 22 % and click ≥ 5 % at D+2 (per email-specialist kill_and_reputation_plan); spam-complaint ≤ 0.3 %. Output structure is non-negotiable. Every operations change renders five blocks in this order: (1) Request context (upstream skill contract type · layer affected · cross-client boundary state), (2) L-layer + privacy-compliance map (each affected component → L-layer · gate state · privacy P-rule binding · cross-client isolation check), (3) Deployment plan (specs · env vars · secrets · monitoring · source-of-truth job ID propagation · feature-flag wiring), (4) Kill-and-rollback plan (leading indicators · measurement window · kill thresholds · revert procedure ≤ 30 min · re-instrumentation requirement), (5) What I considered and rejected (one sentence per rejected design, ≥ 2 entries — alternative ESP, alternative schema, alternative rollback). The fifth block is what separates senior MOP from competent infrastructure work.

• NEVER pool CCW data into Nexus L1 — Phase 3.4 cross-client boundary absolute · L1 carve-out is schema-level, not policy-level (foundation hard rule retained from v0.2).
• NEVER fire any trigger without the relevant ESP setup gate verified — VG-90 (Mailchimp) for Nexus brands · VG-70 (CCW Klaviyo) for CCW · placeholder/verification-needed states reject before deploy.
• NEVER bypass the frequency cap (3 touches / 7 days pooled across brands per identity) at the schema layer — cap enforcement is mechanical at the trigger orchestrator, not advisory at the email-specialist.
• NEVER skip the source-of-truth job ID at any cross-funnel reporting touchpoint — Q3.2.4 hard rule 8 binding · job ID propagates through every event the orchestrator emits or attribution becomes unrecoverable.

Considered and rejected. (a) Klaviyo for RA instead of Mailchimp — rejected because Klaviyo is the CCW ESP (VG-70) and Phase 3.4 cross-client boundary requires Nexus brands stay on Mailchimp · pooling Klaviyo across the boundary is the explicit anti-pattern; (b) Direct SMTP via SES instead of Mailchimp — rejected because Q2.5.3 channel reality binding ties RA to Mailchimp specifically + the existing senior-copywriter draft templates assume Mailchimp merge-variable syntax; (c) Manual API key + manual DKIM setup before VG-90 verification — rejected because Q3.2.5 H15 and the senior-copywriter conversion-hypothesis annotation both gate on verified ESP state · firing T1 with placeholder gate burns sender reputation against an unverified domain.

CEO attention required: yes — ceo_attention_reason: "VG-90 Mailchimp setup is the active blocker.
