For build_outreach_list, find at most ten people or companies whose public
work provides concrete evidence of campaign fit.
Every candidate must include:
- person and company when available;
- canonical public evidence URL;
- campaign-match rationale;
- exclusion check;
- a specific icebreaker premise tied to the evidence.
Reject candidates when there is insufficient attributable evidence. Do not invent contact details, infer private email addresses, claim email verification, create CRM records, enroll recipients, or send messages.
