Orchestrate: Tiered Planning + Implementation

Run the expensive top-tier session model only where it earns its cost — planning, decomposition, orchestration, and final integration — and fan implementation out through the Workflow tool to model-tiered subagents: Sonnet for routine work, Opus for complex work.

The top-tier planner/orchestrator is the session model — Fable when it is available, Opus when Fable is not. Planning runs in the main loop, so it automatically uses whichever model the session is on; no detection step is needed.

Invoking this skill is the explicit opt-in the Workflow tool requires.

Step 1: Plan in the Main Loop

You (the session model) are the planner and orchestrator. Do NOT delegate planning to a cheaper model, and do NOT implement the tasks yourself.

1. Understand the task. Explore the codebase and read the files the change will touch. For large or unfamiliar codebases, fan out scouting to Explore subagents first.

2. Decompose into work items. Each work item needs:

   • id — short slug, e.g. api-endpoint
   • prompt — fully self-contained: file paths, existing conventions to follow, exact success criteria, and the instruction to run a sanity check (compile/lint) before finishing. Subagents have no conversation history; the prompt is everything they know.
   • tier — sonnet or opus (rubric below)
   • files — the files this item owns

   Size each item so its result fits one structured response. A single very large or high-uncertainty item that returns a schema can exhaust the Workflow tool's StructuredOutput retry cap (5 attempts) and throw — which aborts its entire sequential group: every later item in that group never runs, and the group's pipeline entry drops to null (its verify stage is skipped too). This is a different, harsher failure than the null-twice-drop case (which loses only one item). For the biggest, most intricate, or highest-stakes item, do one of: (a) split it into smaller items; (b) run it as a plain free-text agent with NO schema (it returns prose; integrate that in the main loop); or (c) isolate it in its OWN single-item group so a cap-abort cannot take down siblings.

3. Assign tiers with this rubric:

   Tier	Use for
   sonnet	Mechanical, well-specified, bounded work: tests, docs, boilerplate, renames, config, simple endpoints, straightforward CRUD
   opus	Cross-cutting changes, design judgment, tricky algorithms, concurrency, error-handling strategy, public API shape
   omit (inherits the session model — Fable, or Opus when Fable is unavailable)	Forbidden for implementation. Permitted ONLY for in-workflow judging or synthesis agents

4. Group by file ownership. Work items that touch the same files share a group and run sequentially inside it; distinct groups run in parallel. This avoids worktree isolation and merge headaches entirely.

   Ownership must cover the producer↔consumer pair of every new cross-cutting symbol — not just the files an item edits. If one item's code CONSUMES a new env var, column, config key, or exported function, the code that PRODUCES or wires it must be owned by SOME work item too; otherwise the integration silently no-ops while every test still passes, and the feature ships broken. During decomposition, for each new cross-cutting symbol ask: is the code that produces or wires it assigned to a work item? If not, add one (or fold it into an existing item's files).

5. Present the plan as a short table (id, tier, files, group) before launching. If requirements are genuinely ambiguous, ask the user first; otherwise proceed.

Skip the workflow entirely if the plan yields fewer than 2 work items — orchestration overhead is not worth it. Implement inline and stop.

Step 2: Launch the Workflow

Author a Workflow script and pass the plan via args. Rules:

• Pass args on every Workflow invocation, including resumes. args is not persisted across runs — relaunching with { scriptPath, resumeFromRunId } does not re-supply it, so the script's args global is undefined and it throws. Re-pass the same args payload each time.

• Normalize args at the top of the script. The Workflow runtime may hand args to the script as a JSON string rather than an object, so args.groups is undefined and the script crashes on launch. Normalize first: const A = typeof args === 'string' ? JSON.parse(args) : args, then read everything off A.

• Every implementation agent sets model explicitly. An omitted model inherits the session model and burns top-tier tokens on routine work — the failure mode this skill exists to prevent.

• Sequential within a group, parallel across groups via pipeline() over groups.

• Verify per group: a Sonnet verifier runs the project's build/test command. On failure, exactly one Opus fix round, then one re-verify. If still failing, mark the group failed and let the others finish — never loop.

• If the test suite cannot run concurrently (shared database, ports, fixtures), move verification to a single barrier stage after all groups complete instead of per-group.

If the user set a token budget (a "+500k" style directive), the implement stage above checks budget.remaining() before launching each group and skips when it runs low — report skipped groups in the final summary.

Step 3: Integrate and Report in the Main Loop

1. Read the workflow results. For any failed group, fix it yourself in the main loop — one pass only. If it still fails, report it as unresolved.
2. Run the full verification suite for the project (build, lint, tests) in the main loop. Subagent verification is per-group; this is the whole-tree check.
3. Summarize with a table: work item, tier, status, files changed; then test results and any concerns the agents raised.
4. Do not commit or push unless the user asked for it.
5. For high-stakes or cross-cutting changes, run a fresh-eyes review pass (e.g. /rereview-loop) before considering the build done. A passing build and a green test suite do not catch an ownership-gap no-op or a wrongly-integrated dropped item — an independent reviewer that did not author the plan does.

Stop Conditions

• No arguments → ask what to build, stop.
• Fewer than 2 work items → implement inline, no workflow.
• A group fails verification after one fix round → mark failed, continue other groups, report at the end.
• An agent returns null twice for the same work item → drop that item, report it.
• An item whose structured output is too large or uncertain exhausts the StructuredOutput retry cap and throws → its whole sequential group aborts (later items never run). Prevent at decomposition time per Step 1 item 2 (split, drop the schema, or isolate it in its own group); if it still happens, finish the dropped items in the main loop and report them.
• Never relaunch the whole workflow from scratch; resume with resumeFromRunId so completed agents return cached results — and re-pass args on the resume (it is not persisted across runs).
