Why this Skill exists, and why it maps to REQUIREMENT_INTAKE
The original 12-stage process model (superseded by the current
fourteen-stage docs/PROCESS_CONTRACT.md) had a distinct Triage stage
with its own accountable "Triage Owner" role. That stage no longer
exists: the rewritten Process Contract folds classification into
REQUIREMENT_INTAKE's own required checks ("duplicate check run") and
gives that stage a single accountable role, the Requester
(docs/ACCOUNTABILITY_MODEL.md §4).
This Skill is kept as its own, separately reviewable unit — because
classification (priority, duplicate screening) is a distinct piece of
work from simply recording the request — but it is bound to the same
stage as request-intake, with the same accountable role, so it never
contradicts the current, canonical workflow.
Rejection path
Declined (duplicate, out of scope, won't-fix) → the Work Packet's status
becomes cancelled, with the reason recorded, per
docs/PROCESS_CONTRACT.md, stage REQUIREMENT_INTAKE.
