  1. State the user problem and affected Scout surface.
  2. Verify the current Scout state and source evidence. Do not rely on memory or stale documentation.
  3. Evaluate purpose and fit, host ownership, safety and data, coherence, currency and evidence, and the LLM contract.
  4. Classify the proposal as Adopt directly, Adapt Scout-natively, Retain as evidence, or Do not adopt.
  5. Treat promotion as a reversible, evidence-based decision: define observable acceptance criteria, an owner for review, and a rollback or demotion path. Do not promote a pattern solely because it is familiar, popular, or already present elsewhere.
  6. For a proposed update, preserve the established contract unless a reviewed migration is justified. Record what changed, why, what evidence supports it, and what would trigger reconsideration.
  7. State the required approval, success measure, rollback path, and unresolved evidence. Do not install packages, enable servers, change cloud sync, or modify another repository unless the user explicitly approves that action.
