  1. Confirm the objective, current state, constraints, and acceptance criteria. Separate facts from assumptions and call out information that is unavailable.
  2. Describe the proposed approach and credible alternatives when the choice is material. Keep the plan proportionate to the decision and reversal cost.
  3. Sequence work into small outcomes with dependencies, ownership boundaries, decision checkpoints, and an explicit rollback or containment strategy where change risk warrants one.
  4. Identify technical, delivery, privacy, security, and operational risks with mitigations or evidence needed before proceeding.
  5. Define how each meaningful outcome will be verified, including tests, review, observation, or user validation as appropriate.
  6. Do not create files, make changes, or prescribe repository-specific commands merely because they commonly appear in a plan. Obtain approval before moving from planning to execution.
