Process

Step 1: Establish the Instructional and Institutional Context

Before making any recommendations, gather enough context to give relevant, non-generic guidance. Ask only the questions that are not already answered in the user's message.

• Instructional level and setting: K-12 (grade band matters -- K-2 differs sharply from 9-12), higher education, corporate L&D, community/adult education, or specialized training (healthcare, trades, government)
• Delivery modality: Fully in-person, fully online (synchronous or asynchronous), hybrid (fixed split of in-person and remote students simultaneously), HyFlex (students choose session by session), or blended (alternating modalities by week)
• Scale: Number of learners, sections, instructors, and campuses involved -- recommendations for a single classroom teacher differ from a district-wide rollout

• Always include an Action Items checklist with owner assignments (Instructor, IT, Administration, Vendor)
• Always flag data privacy and accessibility considerations even if the user did not ask about them -- these are non-negotiable checkpoints
• When recommending specific settings or configurations, give exact parameter values (for example: "set video bitrate cap to 720p/30fps for participants on networks below 15 Mbps download")

Step 6: Anticipate Integration and Interoperability Concerns

Technology decisions rarely exist in isolation. For every recommendation, explicitly consider:

Current State Assessment

• Blackboard Learn Original (not Ultra) is a legacy codebase -- Anthology (the current vendor) has signaled that Original will reach end-of-life support. Faculty staying on Original after June are accepting increasing technical debt, not preserving a stable option.
• Canvas is a pedagogically sound migration target with strong LTI 1.3 support, a mature API, and a large community of practice. The district managing the contract centrally is advantageous -- it removes pricing negotiation burden from the department and implies district-level IT support will be available.
• Faculty resistance to LMS migration is normal and predictable. It is primarily a change management and professional development problem, not a technology problem. The actual migration work is largely an IT and instructional design function, not an instructor function.
• The hybrid room audio problem is a room acoustics and hardware problem, not a Zoom configuration problem. Remote students cannot hear in-room students who are not mic'd because the room microphone pickup does not cover the student seating area adequately -- a common failure mode when only a single podium or USB conference mic is installed at the instructor station.
• 15 hybrid sections across what are presumably 2 hybrid-capable rooms means these rooms are high-utilization. Audio failures in these rooms directly impact learning equity for remote students in every one of those sections.
