their natural freedom to a sovereign (Leviathan) in exchange for
security and social order.
GOVERNMENT TYPE: Strong central authority (absolute sovereignty).
The alternative is chaos.
KEY INSIGHT: Political authority is artificial, not natural or divine.
It exists because we create it for our mutual benefit.
JOHN LOCKE (1632-1704) -- Two Treatises of Government
STATE OF NATURE: Humans have natural rights to life, liberty, and
property. The state of nature is mostly peaceful but lacks an
impartial authority to resolve disputes.
THE CONTRACT: People consent to government to PROTECT their
natural rights. If government violates those rights, the people
have the right to revolt.
GOVERNMENT TYPE: Limited government with separation of powers.
Government exists to serve the people, not the reverse.

JOHN RAWLS (1921-2002) -- A Theory of Justice
THE ORIGINAL POSITION: Imagine choosing principles of justice
from behind a "veil of ignorance" -- you do not know your race,
gender, class, abilities, or conception of the good life.
RAWLS' TWO PRINCIPLES:
1. EQUAL LIBERTY: Each person has an equal right to the most
extensive basic liberties compatible with similar liberty for others.
2. DIFFERENCE PRINCIPLE: Social and economic inequalities are
permitted only if they benefit the LEAST advantaged members
of society.
KEY INSIGHT: Justice is fairness. A just society is one whose
basic structure you would agree to without knowing your position in it.

THE TENSION:
Negative liberty says: "Leave me alone."
Positive liberty says: "Enable me to flourish."
Protecting negative liberty may require limiting government.
Promoting positive liberty may require expanding government
(to provide education, healthcare, social safety nets).
Berlin warned that positive liberty can be dangerous when a
government claims to know what people "truly" want and forces
them to be "free" -- a path to totalitarianism.
But critics argue that negative liberty alone is hollow if
people lack the resources to exercise their freedoms.
JOHN STUART MILL'S HARM PRINCIPLE (On Liberty, 1859):
"The only purpose for which power can be rightfully exercised
over any member of a civilized community, against his will,
is to prevent harm to others."
This sets the boundary of liberty: you are free to do anything
that does not harm others. Government may restrict only harmful acts.
DEBATES:
