RFP Analysis Method

STEP 1: READ THE ENTIRE RFP (do not skip to Section L)
- Read Section C (Statement of Work/Performance Work Statement) first
- Then Section L (Instructions to Offerors)

- Then all other sections

STRUCTURE EACH SECTION USING THE FORMULA:
Theme Statement + Understanding + Approach + Benefit + Proof

THEME STATEMENT (bold, at section top):

time by 40% while maintaining continuous ATO compliance."

UNDERSTANDING (show you grasp the real problem):
"The agency requires modernization of legacy applications while

APPROACH (specific, detailed, actionable):
"Our approach to Task 3.1 consists of four phases:
Phase 1: Discovery and assessment (Weeks 1-4)...

Every graphic must have a caption that makes a persuasive point.
Not: "Figure 3: System Architecture"

Past Performance Volume

PAST PERFORMANCE TEMPLATE (per reference):

CONTRACT INFORMATION:
- Contract name and number
- Customer agency and office
- Contract type and value
- Period of performance
- Point of contact (name, title, phone, email)

RELEVANCE NARRATIVE:
Explain how this contract is similar to the current requirement:
- Similar scope and services
- Similar scale (users, transactions, systems)

PERFORMANCE NARRATIVE:
- What you were contracted to do
- What you actually achieved (with metrics)
