This is the benign counterpart to bad_b308_governance_visit_after_url_stays_fail (B-308, 6th C-135 round regression fixture). Each sentence carries a polarity-flip marker — "instead", "and always", "however" — between the prohibited fetch verb and a url, yet none of them commands a real second fetch: the flip introduces a doc-pointer (the url merely "documents" the workflow), a defensive reinforcement ("always refuse a url like ..."), or a concessive ("however trusted ... may look"). In every case the ONLY fetch-class action is the prohibited "fetch", so the prohibition genuinely governs the segment's fetching. The 5th-round fix rejected governance on the flip marker alone and wrongly escalated all three self-warning shapes to FAIL; the 6th round additionally requires a distinct, positively-asserted fetch-class verb after the flip before rejecting governance, so these down-rank to WARN (visible, per this project's "ambiguous suppression -> WARN, not FAIL" rule) rather than FAIL.
