Journal Targeting
A submission decision is a bet on months. A paper sent to a journal that has not published on the topic in six years comes back in nine weeks with a scope rejection that teaches the author nothing, and the calendar is gone. A paper sent two rungs below where it belongs is accepted quickly and then sits uncited in a venue nobody in the field reads, which is a worse outcome because it is irreversible: the paper cannot be withdrawn and resubmitted upward. A paper sent to a venue that turns out not to be indexed where the candidate's programme requires indexing does not count toward the degree at all, and that discovery usually arrives after the article processing charge has been paid.
The failure underneath all three is the same. The target was chosen from reputation, from a supervisor's memory of the field as it was a decade ago, or from a table of impact factors, rather than from evidence about what each journal has recently published, how long it takes, and whether it appears on the lists that matter to this author. This skill replaces that guess with an evidence sheet, a ranked ladder, and a stated expected timeline, and then does the second half of the job that most authors skip: rebuilding the manuscript for the venue at the top of the ladder.
When to use this, and when not to
Use it before the first submission of any manuscript, after every rejection, when a co-author proposes a venue and you want to test the proposal, when a special issue invitation arrives and you cannot tell whether it is legitimate, when a programme or funder imposes an indexing requirement, and when a paper has been rejected twice and the pattern of reasons has not been read.
Use it also for the second half alone, when the venue is already fixed by a co-author, a supervisor, or a call, and the only remaining work is tailoring the manuscript to it.
Do not use it to decide whether the paper is ready. That is peer-review-simulator, which runs the adversarial review of your own manuscript before an editor sees it, and it should run before the ladder is built, because a paper that would be desk rejected everywhere does not have a targeting problem. Do not use it to write the cover letter, the anonymisation, or the declarations, which belong to the submission package. Do not use it to answer referees on a manuscript already under review; that is response-to-reviewers. Do not use it to judge somebody else's paper for a journal that asked you to review it; that is refereeing-for-a-journal.
If the question is really whether the paper should be a paper at all, or whether a thesis chapter is worth converting, that is thesis-advisor.
What you need before starting
The manuscript, or at minimum the abstract, the main table, and the introduction's contribution paragraph. Fit is judged on the question, the setting, the design and the size of the claim, and none of those can be read from a title. Missing: ask for the abstract and the main table. If only a title exists, stop, because a ladder built on a title is a list of journals in a field, which the author already had.
The author's hard constraints. Indexing requirements for graduation or promotion, a funder's open access mandate, a budget for article processing charges including zero, a date by which acceptance must exist, and any venue already excluded because a co-author was rejected there or sits on the board. Missing: ask explicitly and in those words. The most expensive constraint is the indexing one, and authors routinely forget to mention it because it feels like background.
The reference list of the manuscript itself. This is the strongest single signal of fit available and it is already in the document. Missing: reconstruct it from the closest ten papers the author can name.
Access to at least one live lookup. A search tool, a bibliographic database, or the journals' own websites, so that scope, guidelines, and indexing can be checked rather than recalled. Missing: build the ladder from the reference list and the author's knowledge, label every metric claim as unverified, and state at the top of the deliverable that indexing must be confirmed against the official lists before submission. Never present a remembered impact factor as a checked one.
The rejection history, if any. Which venues, what the letters said, and whether the paper changed between attempts. Missing: ask. A paper on its third submission unchanged is a different problem from a paper on its first.
The realistic quality of the paper, stated by someone willing to be unkind. Missing: run peer-review-simulator first and use its editor decision as the input. A ladder built on the author's own estimate is built one rung too high, reliably.
The method
Characterise the manuscript in five lines. The question and field. The setting, data and period. The design and how credible its identification is. The main finding with its magnitude. The contribution as the introduction actually states it, not as the author describes it in conversation. Write these down. Every later judgement is made against these five lines, and a candidate journal that does not match any of them is out regardless of prestige.
Build a candidate list of ten to fifteen from three sources. First, the journals in the manuscript's own reference list, counted: if six of your cited papers appeared in one journal, that journal is a candidate and the paper is already speaking its language. Second, the journals that published the three or four closest papers found during the literature search. Third, the field's standard tiers, which supply the reach targets and the ones an examiner or a promotion committee will recognise. Search rather than recall at every step; scopes, editors and titles change, and a journal you last read in your first year may now be running a different programme.
Score each candidate on scope fit using recent articles only. Find three to five articles from the last twenty-four months that are close to the manuscript in topic, method, or setting. The rule: if you cannot find three, the fit is weak, and you record that as the finding rather than arguing around it. A journal that published exactly this kind of work in 2015 and has since moved on will desk reject you, and the desk rejection will say "not a good fit for our current readership", which is the sentence this step exists to avoid.
Verify indexing and rank against the official sources, with dates. Web of Science Master Journal List for SSCI or ESCI, the Scopus source list, JCR quartile, SJR quartile, and whichever national or disciplinary lists bind this author: ABDC, ABS, Qualis, or a departmental list. Never rely on the journal's own claim about its indexing, which is the single most common place a questionable venue lies. Record the source and the date checked next to each claim, because indexing changes and a checked-in-March answer is not a checked-in-October answer.
Screen for predatory and questionable venues before spending any more time. Run the screen in the section below. Any disqualifying signal ends the candidate immediately and is stated plainly in the deliverable, in words, without hedging.
Gather the operational facts. Time to first decision, from the journal's own reporting where it publishes it and from author-reported figures where it does not. Acceptance rate where published. Article processing charges and the open access model, including whether a waiver exists. Desk rejection rate where known. Whether the journal uses a format-free first submission, which materially changes the cost of trying a reach target.
Rank into a ladder of three to five, in the order they will be tried. The reach target, where the paper is a plausible fit at the very top of its range and the expected outcome is rejection but the option is worth a first-decision delay. The two match targets, where fit and quality genuinely align and where you expect a revision rather than a rejection. The safe target, which satisfies the hard constraints and would accept a competent version of this paper. The rule for the reach target: include it only if its time to first decision is under about twelve weeks and it desk rejects quickly, because a reach target that sits for seven months is not an option, it is a delay dressed as ambition.
State the total expected timeline across the ladder. Under a realistic sequence, meaning rejection at the reach target, major revision at the first match target, and acceptance at the second. Give the number in months. This single figure changes more submission decisions than every metric in the evidence sheet combined, because it converts an abstract preference for prestige into a date the author can compare against their funding end.
Tailor the manuscript to the chosen target. This is the half that gets skipped and it is where most of the value is. Fetch the author guidelines live and work through framing, structure, length, citations, register and exhibits, as set out below. Produce the list of changes made, so a co-author can see what was done and why.
Record the decision and the reasoning in two lines, kept with the paper. When the rejection arrives four months later and someone asks why this journal, the answer should not have to be reconstructed.
The evidence sheet per journal
For each candidate that survives the screen, one block:
- Scope fit, with the three to five recent articles named, and one sentence on what the journal appears to reward, drawn from those articles rather than from the aims and scope page. Aims and scope pages are written once and rarely updated; the last two years of the table of contents is the truth.
- Indexing and rank, each item with its source and the date checked.
- Metrics with their year attached. An impact factor without a year is not a fact.
- Operational facts: time to first decision, acceptance rate, charges, open access model, format-free submission.
- Editorial signals: the handling editors' own fields and methods, any open special issue, and any recent editorial stating what the journal wants. An editorial that says "we receive too many papers that do X" is the most actionable sentence available about a journal and almost nobody reads them.
- Verdict in one line: reach, match, safe, or excluded, with the reason.
The predatory and questionable screen
Any one of these disqualifies a venue, and the deliverable says so directly rather than describing the journal as "possibly not ideal":
- Indexing claimed on the journal's site that does not appear on the official list when checked.
- An unsolicited invitation to submit, particularly one praising a paper you have already published, or one arriving days after a conference presentation.
- A promised review turnaround measured in days.
- Fees not stated before submission, or revealed only on acceptance.
- An editorial board whose members cannot be verified at the institutions listed, or who deny involvement when asked.
- A publisher not in COPE or OASPA and not otherwise recognisable, combined with any other signal here.
- A title that closely mimics an established journal.
- A scope so broad that the journal publishes in unrelated fields in the same issue.
Tailoring to the chosen target
- Framing. Restate the introduction's problem and contribution in the terms the journal's recent articles use. An education policy journal wants the implication for practice named early; an economics journal wants the source of variation and the magnitude; a management journal wants the theoretical contribution stated before the empirics. The claim does not change, the vocabulary carrying it does.
- Literature. Engage the literature the journal publishes. If the target has run three papers on your question in two years and you cite none of them, the editor notices before the referees do. Cite them where they genuinely bear on the argument and nowhere else; padding with target-journal citations is visible and it reads as flattery.
- Structure and length. Section names, word limit, abstract format and length, structured or unstructured, number of tables and figures permitted, appendix rules, supplementary material policy. All from the guidelines fetched live, not from a previous submission to the same publisher.
- Exhibits. Table and figure conventions the journal actually prints, which are visible in any recent article. Where the journal prints figures in monochrome, build them monochrome: series separated by marker shape, dash pattern and texture, legend outside the plot area, accent colour used once if at all.
- Reference style, converted properly rather than approximately.
- The declarations the journal requires: data availability, ethics, funding, conflicts, author contributions. Where a data availability statement is required, it has to be true, which usually means
replication-packageruns before submission and not after acceptance.
Deliver the change list: every edit made, with the guideline rule it satisfies.
Worked example
Situation. A fourth-year doctoral candidate, Marta Ferreira, had a single-country paper on a student finance reform: an administrative panel of 1.4 million enrolments over eleven years, a staggered rollout across regions, a difference-in-differences design with an event study, and a headline estimate of 6.8 percentage points on four-year completion, standard error 1.9, clustered at the region level with 27 clusters. Her programme required an article accepted in an SSCI-indexed journal for the thesis to be examined by publication. Her funding ended in fourteen months. Her supervisor had said, twice, "send it to a top field journal".
Task. A ladder with a total expected timeline under fourteen months, an SSCI-indexed venue at every rung, and the manuscript rebuilt for the first target.
Action. The five-line characterisation exposed the first problem immediately. The contribution paragraph claimed a general lesson about student financing; the paper was about one country's reform, with a design whose credibility rested on 27 clusters and a rollout that was not random. That is a good field-journal paper and it is not a general-interest paper, and the difference decides the top of the ladder.
The reference list was counted. Fifty-one references, of which nine appeared in two journals that had not been on the supervisor's mental list at all, both mid-tier field journals with an explicit education finance focus. Those two went to the top of the candidate list on the strength of the count alone.
Fifteen candidates were screened. Four were cut on scope: the recent-articles test found nothing close in the last two years for any of them, despite all four being well known for this literature in the previous decade. One well-regarded general-interest journal was kept as a reach target only after checking that its median time to first decision was six weeks and that it desk rejects at a high rate, which made it a cheap option rather than an expensive one.
Two candidates were excluded on the predatory screen. One had claimed Scopus indexing on its front page; the Scopus source list showed it discontinued two years earlier. The other had sent Marta an unsolicited invitation praising a conference paper, offered review in fourteen days, and listed an editorial board of which two members, when checked, were at institutions that had no record of them.
The wrong turn. The first ladder was built by quartile: a Q1 reach, two Q2 matches, a Q3 safe target. It fell apart when the timeline was computed. The Q1 reach had a median first decision of nine months and a low desk rejection rate, meaning the likely path was nine months to a rejection, which consumed most of the remaining funding before the real submission had started. The ladder was rebuilt around expected months to acceptance rather than around quartile, and the reach target was swapped for a general-interest journal with a fast desk decision. That reordering was the whole value of the exercise and it took twenty minutes once the operational facts were on the sheet.
The tailoring found four things. The target journal's last two years contained six articles on financing and completion, none of which the manuscript cited. Three were genuinely relevant and were added, one of them contradicting a secondary claim, which was rewritten. The journal capped the main text at 9,000 words; the manuscript was 11,400, and 2,100 words came out of a literature section that was reviewing rather than arguing. The journal prints structured abstracts; the abstract was rebuilt to its five headings. The journal requires a data availability statement, which surfaced the fact that the administrative data could not be shared, so the statement was written honestly with the access route and the wait time named.
Result. Ladder of four, total expected timeline of eleven months to acceptance under the realistic sequence. The reach target desk rejected in nineteen days with a one-line scope note. The first match target, one of the two journals found by counting the reference list, returned a major revision in ten weeks with three referees. The revision took seven weeks, and the paper was accepted eleven weeks after resubmission, at month nine, five months before the funding ended.
The part that mattered was not the ranking. It was counting the reference list, which found the eventual home, and computing the timeline, which stopped a nine-month bet nobody had priced.
A second scenario, where it goes differently
A different candidate, a co-authored interdisciplinary paper with no indexing constraint, no deadline, and a genuinely novel method. Here the ladder inverts. The reach target is worth a long wait because the paper's value is largely in where it lands, and the co-authors are established enough that the calendar is not existential. The timeline calculation still runs, but it informs rather than decides.
Two things change in the method. The candidate list must be built twice, once from each discipline's journals, because an interdisciplinary paper that goes to the wrong discipline's journal gets referees who evaluate it against the other discipline's standards and reject it for the wrong reasons. And the scope test is run on the editorial board rather than only on recent articles: a journal with a handling editor from each side of the paper's boundary can review it; one with a board from a single side will send it to referees who cannot.

Failure modes
Ranking by quartile and calling it a strategy. Recognise it when the ladder has no timeline attached. Fix by computing expected months to acceptance across the ladder before ranking anything.
Prestige mistaken for fit. Recognise it when a candidate survives without three recent close articles. The recent-articles test is not advisory; a journal that has not published on your question recently will not start with you.
Trusting the journal's own indexing claim. Recognise it when the evidence sheet has no source and no date next to an indexing line. Check the official list every time, including for journals you believe you know.
Skipping the tailoring. Recognise it when the same file goes to the second journal with only the cover letter changed. The manuscript that was rejected on framing will be rejected on framing again.
Padding the reference list with the target's own articles. Recognise it when a target-journal citation appears once, in the introduction, doing no work. Editors read this as courtship and it lowers rather than raises the odds.
Submitting unchanged after a substantive rejection. Recognise it when the referee reports named a design problem and the ladder moved down a rung without a revision plan. Fix the paper first, then choose the venue.
Building the ladder before knowing whether the paper is ready. Recognise it when nobody has read the manuscript adversarially. Run peer-review-simulator first.
Edge cases
No live lookup available. Build the ladder from the reference list count and the author's field knowledge. Label every metric and indexing line as unverified, and put a single instruction at the top of the deliverable: confirm indexing against the official lists before submitting. Do not fill the gaps from memory.
A hard indexing constraint the paper cannot reach. Say so early. Sometimes the honest ladder contains no journal that is both indexed as required and a plausible fit for the paper as it stands. The options are to improve the paper, to change the claim to one the design supports at a higher venue, or to renegotiate the constraint with the programme, and the deliverable should name all three rather than quietly listing venues that will reject it.
A special issue invitation. Treat the guest editors as the evidence, not the parent journal. Check who they are, what they have published, and whether the parent journal's indexing covers special issues. A legitimate special issue in a good journal is one of the better targets available, because the editors want papers on your topic; an illegitimate one is the most common vector for the predatory approach.
A co-author insists on a venue that fails the fit test. Do not argue by preference. Produce the evidence sheet for their venue alongside two others and let the recent-articles count and the timeline make the case. If the co-author is senior and immovable, submit there, but write the next rung down first so the rejection costs a week rather than a month.
Desk rejected three times in a row. Stop targeting. The pattern is a paper problem, not a venue problem. Read the three letters together for the shared reason and hand the paper to peer-review-simulator.
Conference proceedings or an edited volume rather than a journal. In fields where these are counted, run the same method with the programme committee in place of the editorial board and the acceptance rate in place of the impact factor. In fields where they are not counted, say so plainly before the author spends the summer on it.
Quality bar
- Every indexing and metric claim carries its source and the date it was checked, or is explicitly labelled unverified.
- Every candidate journal's fit is evidenced by named articles from the last twenty-four months, or the fit is recorded as weak.
- The ladder states a total expected time to acceptance in months under a realistic sequence of outcomes.
- Predatory and questionable venues are named as such in plain words, with the specific signal that disqualified them.
- The reference list of the manuscript was counted, and the journals appearing in it were considered as candidates.

Adapting this to your context
The ladder, the metrics and the screening logic are built around SSCI-indexed social science journals and the ranking lists that bind economics and business authors. The method holds anywhere; the lists and the timelines do not.
- The ranking lists. ABDC and ABS are business lists. Education and psychology are usually judged on JCR quartile and Scopus alone; health adds PubMed and MEDLINE indexing, which is the real gate; sociology and area studies often weigh society sponsorship more than quartile. Use the list your department or funder actually applies, and say which.
- The twelve-week reach target rule. An economics timeline, where reviews are slow and desk rejection fast. Psychology and medicine turn round faster and the rule can tighten; management journals run slower and a reach target may be indefensible at any speed.
- Field databases. The candidate search assumes reference lists and general search. Add ERIC for education, PubMed for health, PsycINFO for psychology, RePEc and EconLit for economics, and DOAJ when checking open access status.
- Registered reports. Absent from the ladder. Where the design is preregistrable, a journal offering registered reports changes the calculation entirely, because acceptance in principle comes before the result exists.
- What not to change. Verify indexing against the official source with the date checked, run the predatory screen first, and give the total expected timeline in months.
