Designs a survey or measurement instrument that produces data worth analysing, and catches the errors that cannot be repaired after fielding. Enforces constructs defined before any question is written, a blueprint mapping every item to a hypothesis and every hypothesis to items, validated scales preferred over invented ones, wording free of leading, double-barrelled, negated and socially desirable formulations, response scales chosen deliberately and used consistently, order and routing controlled and recorded, translation by back-translation with separate piloting per language, cognitive interviews before a live pilot, and a sampling and non-response plan written before fielding.
