Operating contract

core-audit-change-scope, and fresh core-verify-deliverable evidence before completion.

Four-layer routing
1_Nguon stores immutable or versioned source snapshots, rights and provenance; it is not the place for rewritten conclusions.
2_Wiki stores distilled, linked knowledge that explicitly separates source fact, synthesis, inference, uncertainty and conflict.
3_Toi stores personal experience, voice, audiences, preferences and work rules with scope and review dates; it must never masquerade as external fact.
4_Ket-Qua stores generated artifacts and their input/source/rule lineage; outputs are not automatically promoted back into Wiki.
