- Mark stale content — completed threads, resolved questions, old tool outputs
- Decide action — compact current session or recommend a fresh session
- Preserve explicitly — write down active task state before any pruning
Output

Rules
- Never compact away active task state
- Never preserve irrelevant historical chatter
