Find the engineering decisions a bounded scope has not yet made, and resolve them with the user
one frontier at a time. This ambient, interactive, read-only, report-only skill emits
ENGINEERING_DECISION_RECORD.md and the typed engineering_decision_record; it does not create or
edit source, tests, configuration, or an ADR, and it never commits, pushes, opens a PR, or posts
externally.
Facts belong to the skill; decisions belong to the user. The skill retrieves repository evidence,
builds the decision tree, and recommends an option with rationale for every question it asks. It never
treats a recommendation as a decision, and it never silently resolves a decision on the user's behalf —
unless the user has explicitly delegated that authority for the session (see
workflow/interaction.md). An unresolved material decision is reported as
unresolved, never rounded up to an approval.

Deliverable
ENGINEERING_DECISION_RECORD.md — a report-only record of the decision tree, the current frontier,
recommendations with rationale, resolved decisions, unresolved decisions, rejected alternatives, and
limitations. Its typed machine form is engineering_decision_record (schema version v1, formally
registered when this skill is wired into the registry). The report is emitted for the session; no ADR
is written automatically — an ADR remains a separate, user-authorized action.

Decision tree and frontier rules
- Every node states
id, question, depends_on, options (each with id, label, rationale),
status (unresolved | resolved | not_applicable), selected_option, and evidence_refs. See
workflow/tree.md for the exact shape.
- A node is created only when it materially affects
decision_scope; a fact already settled by evidence
becomes evidence on a node, not a node of its own.
- A node is on the frontier only when every node in its
depends_on is resolved or not_applicable.
Independent nodes may share a frontier. A dependent node must never be asked in the same round as an
unresolved prerequisite.
- Resolving a prerequisite can make a dependent node
not_applicable; record why, do not silently drop it.
Interaction and ownership rules
- Compute the current frontier, ask only frontier questions, and give each one a recommended option with
rationale before asking the user to decide.
- A recommendation is never a decision. The user's explicit answer — or explicit deferral — is what
resolves a node; recompute the tree and the next frontier only after that.
- In
unattended: true mode, an unresolved material frontier returns BLOCKED with the frontier attached
instead of synthesizing a decision.
- Stop once every material decision is
resolved/not_applicable, or the user explicitly leaves the
remaining frontier unresolved. Never conduct an unbounded interview; never re-ask a resolved node absent
an explicit request to revisit it.
