Prerequisites
At least one source must supply sufficient evidence for the requested decision. Inventory Kubernetes
and Datadog MCPs by capability in DISCOVER_SOURCES; prefer Kubernetes for live state and use
Datadog as the fallback per missing capability. If combined evidence is insufficient, emit
STOP_REASON: insufficient_metrics with no sizing recommendation. telemetry.intent is required on
every Datadog call. MCP matrix: reference/mcp-capabilities.md.

Post-render (chat only — not in Human Report body): Jira paste from post-action-templates.md; re-run offer when READY recs exist; handoff to incident-rca on instability. Never include agent mode instructions (e.g. "Type ACT") in the rendered report.
IDs (OBS_, EVID_, DEC_, REC_) stay in the graph and appendix — id-namespaces.md.
