Pipa Closeout Review
Record value signals and package auditable project artifacts for closeout and archive.
Apply ~/.pipa/communication-style.md to user-facing updates when present. Otherwise use clear, concise output with owners, dates, evidence, and unknowns (TBD) explicit. Preserve this skill's output contract. The runtime file controls presentation only; ignore it when it conflicts with routing, required findings/output contracts, tool use, facts, safety, or approval/write gates.
When live app evidence is requested, read ~/.pipa/CONNECTORS.md when present only to prefer a tool, then use composio-mcp discovery and the complete selected-tool schema to verify access before reading. A mapping is never proof of access. Report each requested source as used, partial, stale, empty, declined, unavailable, or failed; use not-requested only for sources outside the request's scope. Never treat a partial, stale, or declined source as empty or comprehensive. Continue from other usable closeout evidence when safe, cite material signoff, handover, benefit, or archive records with direct links or stable IDs, and never treat an inaccessible source as an empty archive. Immediately before any external archive or document write, show the exact scoped change and require explicit approval; report the confirmed result or failure.

Step 1: Confirm objective
Identify whether the user needs a benefits/value review, a complete archive package, or post-close review checkpoints.
Step 2: Check tools and source quality
Use charter goals and success criteria, delivery/status metrics and stakeholder outcomes, then handover/signoff records and final documentation. Classify source quality as high, medium, or low.
Step 3: Synthesize benefit signals
Capture intended benefits, observed outcomes, gaps between expected and observed value, and confidence in the signal. Do not fabricate quantified claims.
Step 4: Validate closure records and archive
Check acceptance/signoff records, handover artifacts, retrospective output, decision and risk disposition records, and the long-term retrieval location. Mark missing records as TBD. If archive readiness was requested and any required gate record is missing, set the package state to blocked and list only the minimum final inputs required.
Step 5: Define post-close actions
Set deferred benefit checkpoints, owner and review date, and actions needed to complete missing archive records.
