Source-first workflow

3. Open the current GrantConnect notice and every attached Grant Opportunity Guidelines document, addendum, question/answer, or sample form.
4. Use the Australian Space Agency funding page and business.gov.au Grants and Programs Finder for discovery and contextual routing.
5. If the route is ARC, open the exact scheme page, current Grant Guidelines, Instructions to Applicants, RMS material, and key dates.
6. Check the administering entity, submission portal, closing timezone, and institutional approver.
7. Keep confirmed, inferred, and unknown evidence separate.

A closed prior round, ministerial announcement, agency news article, or program overview is not evidence that a new application round is open.

Decode the opportunity

Capture:

• program, round, Grant Opportunity number, administering entity, and legal instrument
• current state, opening, closing date/time/timezone, expected decision, and project period
• objectives, intended outcomes, eligible activities, exclusions, target sector, and priority areas
• eligible applicant types, ABN/ACN or incorporation, Australian establishment, lead applicant, consortium, joint application, and partner rules
• grant range, funding rate, matched contribution, cash/in-kind treatment, GST treatment, eligible expenditure, and other-government-funding interaction
• merit criteria, weightings, value-for-money, financial viability, risk, national-benefit, capability, commercialisation, and evidence requirements
• required registrations and portals: GrantConnect subscription, business.gov.au portal, ARC RMS, or another named system
• authorised representative, institutional research-office process, declarations, letters, quotes, budget, work plan, risk plan, and attachments
• IP, data, publicity, reporting, audit, probity, security, export-control, and conflict requirements

Hard gates for a university space project

• Confirm whether universities are eligible applicants, eligible partners only, or excluded.
• Check whether the lead must be an Australian company, SME, research organisation, consortium, or another defined entity.
• Verify Australian establishment, ABN/ACN, GST registration, and project-location rules from the exact Guidelines.
• Distinguish cash co-funding from in-kind contributions and confirm whether other Commonwealth or state funding can satisfy the contribution.
• Confirm whether infrastructure, equipment, salaries, indirect costs, subcontracting, travel, international partners, and pre-award expenditure are eligible.
• Check whether ARC, university, or industry-partner approvals must be complete before the portal deadline.
• Treat Defence, national-security, critical-technology, export, foreign-influence, or controlled-technology conditions as hard gates and use the restricted workflow for sensitive detail.
• Verify closing time in the stated Australian timezone; do not silently translate it without preserving the source time.

Opportunity scan

1. Start with the Australian Space Agency's grants-and-support page.
2. Search GrantConnect and business.gov.au with capability, mission, technology, science, infrastructure, commercialisation, and end-user terms.
3. Search relevant ARC schemes when the applicant is a university or research organisation.
4. Include general national programs only when the space project plausibly matches their objectives and applicant rules.
5. Deduplicate by exact Grant Opportunity number and round.
6. Apply applicant, lead-role, matched-funding, expenditure, and timing gates before ranking fit.

Application map

For a confirmed target:

1. Map every eligibility and merit criterion to evidence, owner, and page/portal field.
2. Build a budget treatment table for grant funds, cash contribution, in-kind contribution, GST, indirect costs, equipment, subcontracting, and other public support.
3. Confirm institutional approvals, authorised signatory, partner letters, quotes, financial evidence, and portal registrations.
4. Reconcile entity names, ABNs, partner roles, project dates, milestones, budget totals, and claims across the application.
5. Record every addendum or clarification checked after the Guidelines version date.

Output

Use templates/australian-opportunity-brief.md. Lead with applicant/lead-role eligibility, co-funding, closing time, and the strongest scheme fit. Give direct official URLs and distinguish confirmed current opportunities from useful programs with no open round.

Never claim that a grant is open, an applicant is eligible, expenditure is allowable, or a submission has been lodged unless the current authoritative source or portal state proves it.
