- Map resource and capability gaps by stage, distinguishing committed capacity from theoretical availability.
- State the assumptions behind each bet and the cheapest sensing evidence that could strengthen or kill it.
- Translate the path into transition milestones, the next 90 days, and the first present-tense commitment.
- Assign owners, dates, review cadence, and conditions that require narrowing, pausing, or changing the strategy.
