SPOT-CHECK is not a degraded FULL-REVIEW. It runs the checks the
user nominated, not a reduced version of all checks.
Procedure
1 — Preflight and scope
Run the permitted-source preflight. Confirm owner. Identify the agency and the meeting types available.
Entry: draft topics list and meeting type guidance. Exit: scope, agency, available meeting types.
2 — Inventory CP topics
List every CP topic proposed for the meeting. For each, record the maturity of the underlying evidence (complete package, interim data, planned study).
Exit: CP topic inventory with evidence maturity per topic.
3 — Map topics to meeting types
For each topic, assess whether the agency's meeting-type guidance supports raising it in the requested meeting type. A topic mismatched to its meeting type is a type-mismatch-risk.

4 — Assess briefing package completeness
For each topic, check whether the briefing package contains the data needed to support a productive discussion. Missing briefing evidence is a briefing-gap.

5 — Check consistency with prior interactions
If prior agency interactions (I4) addressed any proposed topic, verify that the current position is consistent or explicitly states what changed and why.

6 — Classify and emit
Assign findings their class and severity. Emit outputs.

Severity

When evidence is missing or conflicting
Use the exact tokens from references/output-states.md:
NEEDS_INPUT— the check is possible but an input is absent. Name what would resolve it.UNKNOWN— the documents genuinely do not determine an answer.CANNOT_ASSESS— the check cannot run here: extraction failed, format unsupported, or out of scope.
Never substitute a plausible value, and never supply a number the sources do not state. Never convert a marker into a conclusion.
When sources conflict, record both statements with both locators and mark it a contradiction. Never silently harmonise, never pick the more plausible one.

Degraded chat mode
This skill's checks are reasoning-based, not script-dependent, so there is
no hard degradation. However, when operating without access to the shared
layer — no vendored references, no policies, no sibling skills — say so,
note which reference-dependent checks are CANNOT_ASSESS, and complete
the structural and traceability checks that need only the supplied inputs.
Labelling every finding's detection path is mandatory in degraded mode: the reviewer needs to know which checks ran by script, which by model reasoning, and which were skipped entirely.
