SPOT-CHECK is not a degraded FULL-REVIEW. It runs the checks the
user nominated, not a reduced version of all checks.
Procedure
1 — Preflight and scope
Run the permitted-source preflight in references/source-preflight.md before reading any document. Confirm the accountable owner per references/human-review.md. Record the ICH M4E template version the draft follows.
Entry: a draft 2.7.1 document and at least one underlying study report. Exit: scope sentence, owner recorded, template version noted.
2 — Verify study inventory completeness
List every biopharmaceutics study the 2.7.1 summary cites. Cross-reference against the supplied study reports (I2). For each cited study, confirm the report is supplied and record its version. A study cited in 2.7.1 with no supplied report is a study-inventory-gap; a supplied report not cited anywhere is a coverage-gap — possibly intentional, but worth surfacing.

3 — Check formulation chronology
The 2.7.1 must state the chronological sequence of formulations used across the programme — from Phase 1 clinical supplies through registration batch — and the bridging evidence linking each transition. From I3, verify each formulation is named and each transition is covered by a comparative dissolution study, a BA/BE study, or a stated waiver with its basis.
A formulation transition with no stated bridging evidence is a bridging-gap. A bridging study cited but not supplied is NEEDS_INPUT.

4 — Verify BCS classification justification
If the 2.7.1 contains a BCS classification, trace each of the three BCS criteria — solubility across pH 1-6.8, permeability at ≥85% absorbed, and rapid dissolution — to their source data in I4. Check that the classification follows the stated criteria. A classification with no sourced data point is unsupported-classification.
If no BCS classification appears, note that and skip this step — its absence is not itself a gap unless a biowaiver argument depends on it.

5 — Trace dissolution-PK correlation claims
For every statement linking dissolution behaviour to in-vivo PK (rate or extent of absorption), locate the supporting data in the supplied reports. Check that the dissolution conditions match the in-vivo study's dosing conditions. An IVIVC or IVIVR claim with no supplied dissolution or PK data is untraced-correlation.

6 — Check cross-summary consistency
Compare parameter values, conclusions and formulation statements in 2.7.1 against the same values in Modules 2.7.2 and 2.5 where supplied. Record contradictions with both locators. A summary and its overview disagreeing on a formulation bridging conclusion is a critical finding.

7 — Classify and emit
Each finding gets a class and severity per references/output-states.md and references/evidence-hierarchy.md. Emit the outputs below.
