Why this skill is its own package

Worked expectation (what "good" looks like)

When evidence conflicts
Prefer the more primary source (CSR table over secondary summary) only as a finding about inconsistency — never as an autonomous resolution. Say which two locators disagree and leave disposition to the human owner.
