SPOT-CHECK is not a degraded FULL-REVIEW. It runs the checks the
user nominated, not a reduced version of all checks.
Procedure
1 — Preflight and scope
Run the permitted-source preflight. Confirm owner. Identify which Section 8 subsections carry CP content (8.1 Pregnancy, 8.4 Pediatric Use, 8.5 Geriatric Use, 8.6 Hepatic Impairment, 8.7 Renal Impairment, and any other population subsections).
Entry: draft Section 8 and supporting data. Exit: scope, subsections identified.
2 — Extract CP statements per population
Pull every clinical pharmacology statement from each Section 8 subsection. Record each with its locator and cited source.
Exit: CP statement inventory per population subsection.
3 — Trace statements to source data
For each CP statement, locate the supporting data in I3 — the relevant special-population study report, popPK covariate analysis, or modelling output. Classify as traced, traced-with-mismatch, untraced, or NEEDS_INPUT.
Exit: statement-to-source traceability matrix.
4 — Check Section 2 ↔ Section 8 consistency
For each dose modification in Section 2 that applies to a specific population, verify that Section 8 states the PK basis for that modification. A dose modification in Section 2 with no PK basis in Section 8 is an unsupported-modification. A PK finding in Section 8 with no corresponding instruction in Section 2 is an unactioned-finding.

5 — Check population coverage
Compare the populations studied (from I3) against the populations addressed in Section 8. A studied population with no Section 8 content is a coverage-gap.

6 — Classify and emit
Assign findings their class and severity. Emit outputs.

When evidence is missing or conflicting
Use the exact tokens from references/output-states.md:
NEEDS_INPUT— the check is possible but an input is absent. Name what would resolve it.UNKNOWN— the documents genuinely do not determine an answer.CANNOT_ASSESS— the check cannot run here: extraction failed, format unsupported, or out of scope.
Never substitute a plausible value, and never supply a number the sources do not state. Never convert a marker into a conclusion.
When sources conflict, record both statements with both locators and mark it a contradiction. Never silently harmonise, never pick the more plausible one.

Degraded chat mode
This skill's checks are reasoning-based, not script-dependent, so there is
no hard degradation. However, when operating without access to the shared
layer — no vendored references, no policies, no sibling skills — say so,
note which reference-dependent checks are CANNOT_ASSESS, and complete
the structural and traceability checks that need only the supplied inputs.
Labelling every finding's detection path is mandatory in degraded mode: the reviewer needs to know which checks ran by script, which by model reasoning, and which were skipped entirely.
