理解规范 — 从代码推断项目的测试、lint、commit 等规范
扫描全局 skills — ls ~/.claude/skills/
对比分析 — 哪些 skill 需要适配？哪些直接可用？
交互确认 — 列出建议，让用户选择
生成 .skills/ — 写入本地化版本

排除列表（不参与本地化）

以下元 skills 默认跳过，除非用户明确要求：
