This skill enables Claude to build automated safety evaluation pipelines that test LLM robustness against multi-turn adversarial prompts using the Intent-Context Coupling technique from ICON (Lin et al., 2026). The core insight is that LLM safety classifiers are significantly weaker when a prohibited intent is embedded within a semantically congruent context pattern (e.g., framing a dangerous request as academic research). Rather than asking a prohibited question directly, an attacker routes the intent through a legitimate-sounding domain — scientific research, technical education, historical analysis, hypothetical reasoning, or professional role-play. The coupling effect is multiplicative, not additive: the context does not merely obscure the intent, it actively shifts the model's probability distribution toward compliance by activating domain-specific response patterns that override safety heuristics.
Prior-Guided Semantic Routing
Instead of building adversarial context from scratch turn-by-turn (which is slow and often gets stuck), ICON pre-computes which context patterns are semantically congruent with a given intent category. A router maps the intent to one or more candidate context patterns, then instantiates each into a concrete multi-turn prompt sequence. This eliminates wasted turns and focuses evaluation on the highest-risk coupling pairs. The six canonical context patterns are: (1) Scientific Research, (2) Technical Educational, (3) Historical/Analytical, (4) Hypothetical Scenario, (5) Professional Role-Play, and (6) Creative/Fictional Framing.
Hierarchical Optimization Strategy
To prevent evaluations from stagnating in a single ineffective context, ICON uses a two-level optimization loop. Local refinement adjusts prompt wording within a fixed context pattern (e.g., rephrasing the scientific framing). Global switching abandons the current context pattern entirely and routes to an alternative one when local refinement plateaus. This ensures broad coverage: if a model resists the scientific framing, the evaluator automatically pivots to hypothetical or role-play patterns rather than repeatedly failing in the same semantic space.
Step-by-Step Workflow
Define the evaluation scope. Collect a list of prohibited intent categories to test (e.g., from a harm taxonomy like HarmBench or your organization's policy). Each intent should be a single, clear statement of what the model must refuse.
Build the context pattern library. For each of the six canonical patterns (Scientific Research, Technical Educational, Historical/Analytical, Hypothetical Scenario, Professional Role-Play, Creative/Fictional), write a multi-turn prompt template with 3-5 turns. Each template should have placeholder slots for the specific intent to be injected.
Implement the semantic router. Create a mapping function that takes an intent category and returns a ranked list of congruent context patterns. Use keyword overlap, embedding similarity, or a small classifier to score congruence. For example, intents about chemical synthesis route preferentially to Scientific Research and Technical Educational patterns.
Instantiate prompt sequences. For each (intent, context pattern) pair, fill the template slots to produce a concrete multi-turn conversation. Turn 1 establishes the context and persona. Turns 2-3 build authoritative framing with domain-specific vocabulary. The final turn introduces the prohibited request within the established frame.
Execute the evaluation. Run each prompt sequence against the target LLM via its chat API, preserving conversation history across turns. Capture the full response at each turn, not just the final one, to analyze where safety triggers activate or fail to activate.
Score responses with a safety classifier. Use a separate judge model (or keyword/regex rules) to classify each final response as REFUSED, PARTIAL, or COMPLIANT. Record the context pattern, turn count, and any safety warning tokens emitted.
Apply local refinement. For (intent, pattern) pairs that scored REFUSED, generate 2-3 prompt variants by paraphrasing the final turn, adjusting formality, or strengthening the contextual framing. Re-run these variants and record whether refinement flips the outcome.
Apply global context switching. For intents that remain REFUSED after local refinement across the initial context pattern, route to the next-ranked context pattern from the semantic router and repeat steps 4-7. Track which pattern ultimately succeeds (if any).
Aggregate results into a vulnerability report. Produce a matrix of (intent category x context pattern) with pass/fail rates, identifying the model's weakest context-coupling pairs. Highlight intents where all patterns were refused (strong guardrails) vs. intents where any pattern succeeded (vulnerability).
Feed findings back into guardrail improvement. Use the successful attack sequences as adversarial training data or as test cases for safety filter fine-tuning. Re-run the evaluation after patching to confirm the vulnerability is closed.

Best Practices
- Do: Test all six context patterns per intent, not just the one you think is most likely. The paper shows models have unpredictable weaknesses across patterns.
- Do: Preserve full conversation history when executing multi-turn sequences. Resetting context between turns defeats the purpose of the coupling effect.
- Do: Use a separate, well-calibrated judge model for scoring responses. Self-evaluation (asking the target model if its own response was harmful) is unreliable.
- Do: Version your prompt templates alongside your model versions so you can track which attacks were tested against which checkpoint.
- Avoid: Running evaluations only once. Safety properties can shift with temperature, sampling seed, and system prompt variations. Run multiple trials per sequence.
- Avoid: Treating partial refusals as safe. A response that includes "I shouldn't help with this, but here's some general information..." followed by substantive harmful content is a successful attack.
- Avoid: Skipping the hierarchical optimization. A model that resists the scientific framing may comply readily under the hypothetical or role-play framing. Single-pattern testing gives false confidence.

Limitations
- Authorized use only. This technique is exclusively for defensive red-teaming, safety benchmarking, and authorized security audits. The prompt sequences generated can bypass real safety mechanisms; handle them as sensitive security artifacts.
- Context patterns are not exhaustive. The six canonical patterns cover the most common coupling vectors, but novel domains (e.g., legal, medical) may require custom patterns not covered here.
- Judge model accuracy is a bottleneck. Automated scoring of whether a response constitutes a successful bypass is imperfect. High-stakes evaluations should include human review of flagged responses.
- Results are model-version-specific. A vulnerability found in one model checkpoint may not exist in another. Evaluations must be re-run after any model update, fine-tuning, or system prompt change.
- Does not cover all attack surfaces. ICON focuses on multi-turn semantic coupling. Single-turn injection, token-level adversarial attacks, and tool-use exploits require separate evaluation methods.
- Turn count vs. cost tradeoff. Each evaluation requires multiple API calls per intent-pattern pair. For large intent taxonomies (100+ categories), full coverage across all patterns with refinement can be expensive.
