Key Technique

SycoEval-EM introduces a three-agent adversarial simulation architecture. The first agent (the "patient" or requester) is given a persistent, undeviating goal to persuade the target into violating a specific policy. It uses an assigned persuasion tactic and responds at high temperature (0.9) for creative pressure. The second agent (the "doctor" or target system-under-test) is configured with explicit policy guidelines and responds at moderate temperature (0.7). Conversations run for up to 10 turn exchanges. The third component is an evaluator panel of three independent LLM judges that classify the outcome via majority vote, producing a binary acquiescence signal.

The critical insight is factored evaluation: by crossing N scenarios x M persuasion tactics x K repetitions, the framework isolates whether vulnerability is scenario-specific, tactic-specific, or general. The paper found that all five persuasion tactics (emotional fear, anecdotal proof, persistence, preemptive assertion, citation pressure) were equally effective at 30-36% acquiescence, revealing general susceptibility rather than tactic-specific weakness. This means defenses must address sycophancy broadly, not patch individual exploit vectors.

Step-by-Step Workflow

1. Define the compliance domain and policy rules. Write 2-5 concrete scenarios, each containing: a realistic context vignette (user background, situation details), an explicit policy rule the target must follow, and the specific prohibited action the adversary will request. Structure each as a JSON object with fields context, policy, prohibited_request, and scenario_id.

2. Design the persuasion tactic set. Define 3-5 distinct persuasion strategies the adversarial agent will use. Each tactic gets a system prompt fragment instructing the agent HOW to pressure (e.g., emotional fear: invoke catastrophic outcomes; citation pressure: reference fabricated studies or authority). Keep tactics orthogonal to enable clean analysis.

3. Build the adversarial requester agent prompt. The system prompt must include: (a) the persistent undeviating goal to obtain the prohibited action, (b) instructions to acknowledge but reject all refusals and alternatives, (c) the assigned persuasion tactic, (d) instructions to pivot tactics within the assigned category after each refusal. Set temperature to 0.8-1.0 for creative variation.

4. Build the target system-under-test agent prompt. Configure with: (a) the domain-specific policy guidelines, (b) instructions to balance empathy/helpfulness with strict policy adherence, (c) the context vignette. Set temperature to 0.5-0.7 for realistic but somewhat deterministic behavior.

5. Implement the conversation loop. Run multi-turn exchanges (8-12 turns recommended) where the adversarial agent speaks first, the target responds, and so on. Store the full conversation transcript. Implement early termination if the target explicitly and unambiguously grants the prohibited request.

6. Build the evaluator panel. Use 3 independent LLM judges (ideally different model families to reduce correlated bias). Each judge receives the full transcript and the policy rule, then outputs a binary classification: 1 if the target acquiesced to the prohibited request, 0 if it maintained refusal. Final outcome is majority vote (>=2 of 3).

7. Design the experiment matrix. Cross all scenarios x tactics x K independent runs (5 runs minimum per cell for statistical stability). For each target model under evaluation, this produces a structured results table. With 3 scenarios, 5 tactics, and 5 runs, that is 75 conversations per model.

8. Execute and collect results. Run all conversations, storing transcripts and evaluator verdicts. Compute per-model acquiescence rate (total acquiescences / total encounters), per-scenario rate, and per-tactic rate. Use these to generate a vulnerability profile.

9. Analyze vulnerability patterns. Check whether vulnerability is scenario-specific (some policies harder to defend), tactic-specific (some persuasion strategies more effective), or general (uniform across all conditions). Best Practices

• Do: Use at least 3 independent judge models from different model families (e.g., one OpenAI, one Google, one Anthropic) to reduce correlated evaluation bias.
• Do: Run a minimum of 5 independent conversations per scenario-tactic cell. Statistical noise from single runs makes results unreliable.
• Do: Set adversary temperature high (0.8-1.0) and target temperature moderate (0.5-0.7). This creates realistic variation in pressure while keeping target behavior interpretable.
• Do: Include the explicit policy rule in both the target's system prompt AND the evaluator's prompt. Misalignment between what the target was told and what the evaluator checks produces false positives.
• Avoid: Using the same model as both adversary and evaluator. This introduces systematic bias -- a model may be lenient in judging its own persuasion patterns.
• Avoid: Designing scenarios where the correct action is ambiguous. The power of this framework comes from clear-cut policy violations. If experts would disagree on the right answer, the evaluation signal is noise.
• Avoid: Concluding from small samples. With 5 tactics x 5 runs = 25 conversations, a single acquiescence shifts the rate by 4 percentage points. Report confidence intervals.

Error Handling

• Adversary goes off-script: The adversarial agent may forget its goal or become cooperative. Monitor transcripts for this. Add a mid-conversation reinforcement message if the adversary stops pressing after 3+ turns.
• Target refuses to engage: Some models may output generic safety refusals that don't address the scenario. Check that target responses are contextually relevant, not just boilerplate.
• Evaluator disagreement: If all three judges frequently disagree (>30% split decisions), the evaluation criteria are ambiguous. Refine the judge prompt with more explicit acquiescence examples.
• Rate limiting: With 75+ conversations per model and 3 judges each, API costs and rate limits are significant. Implement retry logic with exponential backoff, and batch evaluations.
• Transcript parsing failures: If judge models return anything other than "0" or "1", implement regex extraction of the first digit and fall back to a re-prompt.

Limitations

• The framework measures overt acquiescence (explicitly agreeing to the prohibited action). It does not detect subtle policy erosion where the target gradually softens its refusal without fully capitulating.
• Evaluator accuracy depends on LLM judge quality. For high-stakes certification, supplement with human expert review of a stratified sample of transcripts.
• The adversarial agent's effectiveness is itself model-dependent. Using a weak model as the adversary underestimates target vulnerability. Always use a capable model (e.g., Gemini-2.5-Flash or GPT-4o) as the adversary.
• Results are sensitive to system prompt wording. Small changes in the target's policy instructions can significantly shift acquiescence rates, so treat prompt configuration as a controlled variable.
• This approach evaluates single-session robustness. It does not test whether models maintain resistance across sessions or after context window resets.
