Required Method

1. Identify the requested income year or effective period before applying any rule.
2. Read the selected topic skill's bundled rules, evidence, and source list.
3. If the selected topic skill bundles current values, use values only with their source URL, checked-at date, content hash, and effective period or income year when present.
4. Verify volatile values online when web access is available.
5. Reject values outside the relevant period.
6. Do not treat metadata-only sources as source-backed tax treatment without explicit verification.
7. Preserve every Accountant review flag. If fields conflict, explicit or review-like Accountant review wins over stale evidence, used, ATO-label, skipped, status-kind, tab-kind, or styling fields.
8. Keep output-layer review queues and context links visible; use row number/status fallback when explanation fields are missing.
9. Preserve valid falsey output values such as numeric 0 and boolean false; do not drop them through truthy fallbacks or raw string conversion.
10. When the full runtime creates a handoff, preserve each atomic fact's labelled value, action, destination or explicit non-entry/review wording, explanation, and provenance.
11. Use only the runtime-owned actions: enter reviewed value, answer guided question, retain evidence, resolve before entry, accountant handoff only, not entered directly, and destination requires review.
12. Require an exact field-and-context mapping to a verified source ID, canonical URL, and content hash before showing a direct destination. Output layers must not infer one.
13. Keep source URLs and effective periods visible.
14. Do not guess when sources conflict, facts are incomplete, or verification fails.
15. Refuse any request to submit, lodge, file, transmit, or finalise material with the ATO or a government agency.

Mandatory Accountant Review

Mark ambiguous, mixed-use, pre-revenue, home-business, FBT, CGT, GST/BAS, non-commercial-loss, and business-versus-hobby items as Accountant review unless installed sources clearly resolve them.

Maintenance Validation Rules

• Keep plugin lock entries and wrapper fallback paths pointed at real tracked SKILL.md files.
• Keep no-op refresh commands read-only; they must not rewrite source registry metadata.
• Keep curl fetch subprocesses deterministic with --disable as the first curl option before -L.
• Treat returned validation errors as failed checks, even when helpers do not throw.
• Preserve generated current values only when their source URL and content hash match an assigned verified source; refresh preserved value metadata from the current source row.
• Do not publish volatile values from metadata-only sources.
• Keep wrapper help on ./scripts/taxmate ...; internal taxmate_*.py script names must not appear.
• Keep destination logic in the runtime. Output layers may render the handoff contract but must not derive destinations from row names, broad topic URLs, source coverage, or unverified target labels.
• Keep mixed rows atomic or split them so one destination is not applied to unrelated facts. Missing, malformed, conflicting, unsupported, or stale mappings must keep evidence, non-entry, or review wording.
• After independent review feedback, scan the same failure pattern across parser paths, direct renderer/workbook-row paths, generated artifacts, plugin lock, tests, validator, publication checks, and documentation and instruction validation rules before another review.
• For output-layer falsey fixes, cover top-level metadata, row fields, source URL lists, checked-at provenance, fallback labels, anchors, and direct constructors.
• Do not replace the complete Codex plugin with portable skills only.
