Synopsis
/openshift-developer:has-review-work [PR number] [owner/repo] [--ci]
Description
Read-only check: does this PR have work for /openshift-developer:address-review-pr (review comments) or /openshift-developer:address-ci-failures (new required CI failures)?
Inspects inline review comments, PR reviews, and conversation comments. Skips comments from the GitHub account running this check (so the agent's own replies are not treated as new work), CI bots, unauthorized authors, already-replied threads, pure acknowledgments, and Prow/GitHub slash-command-only bodies (/lgtm, /hold, /test …). Also detects new CI failures compared to a previous failing-check set. Optional Prow jobs do not count as CI work.
Does not modify files, post replies, commit, or push.
When --ci is passed: print only COMMENT_WORK=, CI_WORK=, WORK=, and FAILING_CHECKS=. Make autonomous decisions. Do not ask questions.
Implementation
Resolve arguments
Resolve PR number and repository into named variables before any shell commands. Quote those variables in every gh invocation — never pass raw $1 or $2 to commands.

Optional context (from the caller prompt, not flags):
- Agent GitHub login — comments from this account are ignored. If omitted, use

Fetch comments
Use --paginate on all three REST endpoints. Keep each item's type and identifier — do not collapse them into a generic comment id:

Dispatch the identifier that matches the item's type. Never pass a REST numeric id as --type review_thread.

CI failures
gh pr checks exits non-zero when checks fail; capture stdout without letting a non-zero status abort the script. Accept non-zero exit when valid JSON is returned; fail only on missing or invalid JSON.

Actionable failing checks are those with bucket == "fail" after filter_optional_checks.py. That script drops tide and optional Prow jobs (spec.optional or label prow.k8s.io/is-optional=true on the ProwJob for that run, fetched from the check's link). Do not use gh pr checks --required — that is GitHub branch protection and omits Tide-required run_if_changed jobs.
If the only failures are optional jobs, there is no CI work: CI_WORK=no and FAILING_CHECKS=[]. If prowjob.json cannot be fetched, keep the failing check (fail closed).
Build FAILING_CHECKS from the filtered JSON — objects with name, state, bucket, and link (Prow/job URL when available). Pass only these actionable failures to address-ci-failures.
Resolve the PR head commit and compare against the caller's previous poll state:
