Evidence precedence

Distinguish observed behavior, inferred intent, approved requirement, and greenfield decision in every report. Read the cited source before describing what it does. A compile or bind result proves structure, not preserved business behavior.

Security and data rules

• Prefer workload or managed identity over stored secrets, and treat infrastructure state as sensitive.
