Use When

• Use this skill to draft or revise the executive summary of a proposal or similar bid response.
• Load it after the proposer profile and proposal direction are clear.

Do Not Use When

• The task is unrelated to the executive summary.
• The user only needs supporting domain knowledge rather than this section.

Required Inputs

• The ToR, RFP, advert, or assignment brief.
• The selected proposer profile and the proposal’s core themes.
• Any priority differentiators, timeline, scope, and value evidence.

Workflow

Stop or block the workflow when a required input, permission, or acceptance basis is missing. Recover by revising the scope, obtaining evidence, or returning the narrowest qualified draft before proceeding.

1. Read the assignment materials and confirm what the summary must persuade the evaluator to believe.
2. Load the proposer profile and any relevant procurement, sector, or domain skills.
3. Use the structure below to create a concise, benefits-forward summary tied to the actual assignment.
4. Build the evaluator journey: understanding, confidence, proof, control, and defensible decision.
5. Cross-check the summary against the rest of the proposal so the themes and facts match.
6. Verify that the opening, differentiators, scope logic, and close all reinforce the same win story.
7. For premium, executive, enterprise, strategic, or public-facing summaries, run the premium commercial writing quality gate before finalising.

Quality Standards

• Keep the section client-specific, scannable, and strategically persuasive.
• Use British English and East African professional tone unless the bid format requires otherwise.
• Prefer quantified relevance and clear value logic over broad claims.

Anti-Patterns

• Releasing the section with an unresolved mandatory input. Fix: block release and name the evidence owner.
• Hiding a contradiction with another proposal section. Fix: reconcile the source sections before drafting resumes.
• Treating an unavailable check as passed. Fix: mark it not assessed and return a qualified draft.
• Do not write a generic corporate overview instead of an assignment-specific summary.
• Do not overstate capabilities that are not supported elsewhere in the proposal.
• Do not let the section drift out of alignment with the methodology, timeline, or team.
• Do not lead with bidder history. Fix: open with the client's decision and consequence.
• Do not invent figures or differentiators. Fix: source every load-bearing claim.

The executive summary is the most heavily read section after the cover letter. Many evaluators form their first impression here. It must communicate the firm's understanding, approach, differentiation, and value in two to three pages — without requiring the reader to look at any other section.

What to Gather Before Writing

• The client's core problem or mandate as stated in the ToR
• The firm's four strongest differentiators for this specific assignment
• A high-level description of the proposed approach (one to two sentences per phase)
• The scope of work — services, deliverables, and geographic coverage
• The proposed timeline (start date, duration, key milestones)
• The team structure (team leader name and one-line credentials, team size)

Structure

Opening — The Client's Problem

One paragraph. State the challenge the client faces in the client's own language. Do not describe the firm. Do not open with "We are pleased to present…"

Reference the specific reform, programme, or institutional need that prompted this procurement. Show that the firm has read and understood the context — not just the ToR's scope section.

The Firm's Response — Four Differentiators

Two to three paragraphs. Present the four reasons this firm is the right choice for this assignment:

1. Relevant experience — name two or three comparable past projects with outcomes
2. Technical approach — the methodology or framework being proposed and why it fits
3. Team strength — the team leader's credentials and one distinguishing fact about the team composition
4. Local presence or knowledge — geographic footprint, language capability, or understanding of the local regulatory environment

Each differentiator must be specific and verifiable. "We have extensive experience" is not a differentiator. "We implemented the IFMIS rollout across 14 Ugandan local governments in 2024, reducing payment processing time by 60%" is.

Timeline Overview

One paragraph or a simple table showing the overall duration, major phases, and key milestones. This is a summary — the detailed work plan is in section 08.

Value Proposition — Closing Paragraph

One paragraph that ties the differentiators to the client's expected outcomes. What will be different for the client after this assignment? State the value in terms the client cares about — cost savings, time reduction, compliance achieved, systems operational, staff trained and competent.

For growth, revenue, product, AI, or transformation proposals, state the growth engine explicitly: the target customer, acquisition or adoption path, conversion or activation moment, retention/referral mechanism, profit lever, and management metric. Do not settle for broad claims such as "increase growth" or "drive innovation".

For website, software, SaaS, AI, service design, or support-heavy proposals, state the operating system explicitly: the user or customer journey, the service moment being improved, the technical or operational capability being built, the support model that protects value after launch, and the metric management will use to judge success.

Tone Rules

• Two to three pages maximum
• No section should require the reader to refer to another part of the proposal
• Every claim must be specific — no generic statements about "extensive experience" or "deep expertise"
• Write as a confident summary, not a sales pitch
• Follow east-african-english standards throughout

The Pyramid of Ideas Structure

Based on Barbara Minto's Pyramid Principle, the executive summary should be organised as a layered argument that moves from a single governing idea down to supporting evidence. Work across levels first — lay out the skeleton — then add depth. The executive summary should cover all four levels but stay within one to two pages.

• Level 1: The Big Idea — the single most important message the evaluator should take away. This is a complete sentence that names the solution and its principal outcome. Example: "We propose a three-phase diagnostic and reform programme that will reduce [institution]'s procurement cycle time by 40% within 18 months."
• Level 2: Means of Achievement — how the big idea will be achieved. Present three to four strategic pillars or phases, each in one sentence. These are the logical supports that hold up Level 1.
• Level 3: Logic — why this approach will work. Provide brief evidence for each pillar: the firm's track record on comparable assignments, the rationale behind the chosen methodology, or the regulatory insight that shapes the design.
• Level 4: Evidence — supporting data that makes the logic concrete. Quantified experience (number of projects, percentage improvements delivered), sector benchmarks, or independently verified results.

When drafting, begin at Level 1 and confirm the Big Idea is defensible before expanding downward. If the Big Idea cannot be stated in a single sentence, the proposal's strategic logic is not yet clear enough to write.

For commercial transformation assignments, the Big Idea should name the measurable growth or profit system being built, not only the deliverable. Example: "We will design and pilot a measurable acquisition, activation, retention, and pricing system that allows [client] to grow revenue without relying on one-off campaigns."

Value Proposition Opening

The executive summary should open with a condensed S1 → S2 → B statement — two to three sentences maximum — that names the problem, states the desired result, and declares the primary benefit:

• S1: Name the client's problem or opportunity in concrete terms.
• S2: State the desired result — what the firm will deliver or achieve.
• B: State the primary benefit — the measurable value the client will gain.

Example: "[Institution] faces [specific problem] that currently costs [quantified impact]. Our proposed [N]-phase programme will [desired result], delivering [primary benefit] within [timeframe]."

This opening should be the first thing the evaluator reads. It signals that the firm understands the problem, has a solution, and can quantify the value. Do not bury this statement after introductory pleasantries or firm descriptions — lead with it.

Benefits-Forward Closing

The executive summary should end with benefits, not fees or timeline. The closing paragraph should summarise three categories of value, presented in this order:

1. Benefits that accrue during the project — value generated by how the firm works. Examples: knowledge transfer to counterpart staff, early diagnostic findings shared with management, interim deliverables that can be acted on immediately.
2. Benefits at the end of the project — tangible deliverables handed over at completion. Examples: strategic plans, operational frameworks, trained and certified staff, functioning systems.
3. Benefits beyond the project — measurable results that persist after implementation. Examples: reduced processing times, improved compliance rates, cost savings sustained over subsequent fiscal years.

This structure creates a persuasive arc: the executive summary opens with the problem and closes with the value. The evaluator's last impression is of what the client gains — not what the assignment costs. Every benefit statement should be specific and, where possible, quantified.
