Skill Safety Audit
Inspect skill instructions and bundled resources for actions that could compromise the operator, repository, or managed systems.
Use When
- A skill is created, imported, or gains scripts, dependencies, setup steps, or privileged actions.
- A changed reference introduces remote downloads, credential handling, network transfer, or system mutation.
- Release needs a recorded
Safe, Needs Review, or Unsafe decision.
Do Not Use When
- General application or shell-code review is the only task; use the relevant engineering or Bash review workflow.
- The work is structural skill normalisation without changed operational instructions; use
skill-writing and its validators.
- The user has separately authorised remediation; this audit remains read-only and reports fixes rather than applying them.

Workflow
- Establish the exact changed-file scope and inspect every changed skill resource in full.
- Search for remote execution, package sources, credential collection, secret exposure, policy bypass, destructive commands, and hidden side effects.
- Compare each privileged or network action with the skill's declared capability boundary and the repository policy.
- Trace instructions into bundled scripts and references; stop on an unexplained action or unverifiable source.
- Classify concrete findings, cite the file and instruction, and assign
Safe, Needs Review, or Unsafe.
- Recover from missing resources by listing them as
not assessed; never convert an incomplete review into Safe.
Quality Standards
- Cite a concrete file, command, URL, or instruction for every finding.
- Review hidden execution paths as well as the visible
SKILL.md.
- Treat unjustified root access, secret collection, and fetched-code execution as release blockers.
- Keep the audit read-only and separate the acceptance decision from any later remediation.
Anti-Patterns
- Reading only
SKILL.md. Fix: inspect every changed script, reference, asset instruction, and dependency declaration.
- Marking an unknown download URL safe because it uses HTTPS. Fix: verify provenance and integrity or classify it
Needs Review.
- Treating a request for an API key as harmless. Fix: check necessity, storage, redaction, and transmission boundaries.
- Running the suspicious installer to see what happens. Fix: inspect it in a safe read-only workflow and block unverified execution.
- Reporting "looks safe" without evidence. Fix: cite searched patterns and the inspected file set.
- Editing the package during the audit. Fix: report the exact remediation and wait for separate authority.

Capability Contract
Default to read-only. Read and search are required. Static execution of repository validators may be used when authorised, but do not run bundled installers or system-changing commands. Editing, network transfer, privilege escalation, and server mutation require a separate task.
Degraded Mode
If a file, dependency source, or script body is unavailable, return Needs Review with the missing evidence. If search is unavailable, inspect the supplied content manually and state the reduced coverage. Never label an unassessed action safe.
