4. Draft to maximize technical quality without creating compliance risk.
5. Check the final output against thresholds, form placement, and submission rules.

Stop condition: Stop when proposer identity, controlling framework, mandatory form, sector fit, current rule, or load-bearing evidence remains unresolved.

Recovery: Record the gap and owner, seek clarification or current evidence, and return only the separable proposal content that remains supportable.

Quality Standards

• Treat UN instructions as hard constraints, not optional style guidance.
• Keep terminology, form names, and evaluation assumptions aligned to the actual solicitation.
• Optimize for evaluator behavior where the framework supports it.

Anti-Patterns

• Do not rely on generic donor assumptions when the UN materials give exact instructions.
• Do not ignore administrative compliance gates, thresholds, or mandatory declarations.
• Do not mix UN assumptions with World Bank, AfDB, or PPDA rules.
• Treating a neighbouring sector or framework as interchangeable. Fix: identify the controlling rule and primary outcome.
• Adding terminology without changing a delivery choice. Fix: link each term to method, risk, output, or evaluation criterion.
• Presenting an unverified current rule or statistic as settled. Fix: cite and date the source or mark it not assessed.
• Ignoring a missing mandatory input. Fix: stop the affected claim and assign an evidence owner.
• Letting sector or identity framing contradict methodology, staffing, schedule, or price. Fix: reconcile all affected sections before release.

This skill may read supplied profiles, solicitations, ToRs, approved references, and proposal drafts and may prepare routing guidance or draft content within the authorised workspace. Review is read-only by default. It must not invent credentials, certify compliance, submit a bid, accept terms, publish, disclose confidential information, or change source records without explicit authority.

Degraded Mode

If the solicitation, profile, current procurement source, sector evidence, network, or reviewer is unavailable, provide the narrowest useful qualified routing or draft. Mark the missing check not assessed, omit unsupported credentials, thresholds, dates, or compliance claims, and identify the evidence owner. An unassessed requirement is never a pass.

Worked Example

A solicitation requires un instrument type, but one controlling input is missing. The proposal team applies this rule: Classify the opportunity as consulting procurement, grant, or other UN instrument before applying forms and scoring logic. It records the gap and owner, withholds the affected assurance, and proceeds only with content that can be verified. This avoids wrong template, eligibility claim, or cost treatment.

This skill covers procurement across the entire UN system: UNDP, UNICEF, UNFCCC, UNEP, UN Women, FAO, WHO, UNIDO, ILO, and all other UN bodies. While each agency has its own procedures, they share common patterns in proposal structure, evaluation, and compliance requirements. Read this before writing any UN-funded proposal.

When to Read This Skill

• The ToR or Call for Proposals references any UN agency (UNDP, UNICEF, UNFCCC, UNEP, FAO, WHO, etc.)
• The assignment is funded through GEF Small Grants Programme (SGP)
• The RFP uses UN project document format or Annex-based templates
• The proposal is a grant application to a UN-managed fund
• The assignment is funded by a bilateral donor channelled through a UN agency (EU, DFID, SIDA, etc.)
• You need to understand how UN evaluators score differently from World Bank
• The RFP is a competitive consulting services procurement issued by a UN secretariat or agency

Key Difference from World Bank

UN System Instrument Types

The UN system uses different procurement modalities depending on the agency, programme, and funding source. Each has its own templates, evaluation approach, and strategic requirements.

Modality 1: Competitive Grants (UNDP-Managed Re-Granting)

When used: UNDP acts as fund manager for a donor (EU, bilateral) and re-grants to CSOs through competitive calls.

Typical features:

• Open call to all eligible organisations
• Annex-based application package (proposal + budget + declarations)
• Scored evaluation by Local and/or Regional Selection Committee
• Single submission — no two-envelope system
• Budget is one scored criterion among several (typically 10%)
• Grant agreements (Low Value Grant Agreement or similar)

Evaluation approach: Numerical scoring against published criteria, typically on a 1000-point scale with three-tier bands (somewhat/mostly/fully correspond).

Modality 2: GEF Small Grants Programme (SGP)

When used: GEF-funded grants to CSOs and community-based organisations for environmental and sustainable development projects, administered by UNDP globally.

Typical features:

• Standard project proposal template (10-page limit)
• Reviewed by National Coordinator (NC) and National Steering Committee (NSC)
• Dual objectives required: environmental AND development/livelihood
• Co-financing strongly encouraged
• Mandatory indicators framework (global environmental + socio-economic)
• Projects generally capped at 2 years

Evaluation approach: Committee-based qualitative assessment by NC and NSC against alignment with SGP Country Programme Strategy, national priorities, and template quality.

Modality 3: UN Trust Fund Project Proposals

When used: Project proposals to UN Trust Funds administered through UNDP channels (Fund for Ageing, Voluntary Fund on Disability, Trust Fund for Family Activities, Youth Fund).

Typical features:

• Five-part project document pro forma
• Government concurrence mandatory for NGO applicants
• Seed money orientation (US$5,000-20,000) — fund supplements, not replaces
• Three-party signature required (Government, Executing Agent, UN)
• Prescribed budget line numbering system
• Completion evaluation mandatory

Evaluation approach: Qualitative appraisal by interdisciplinary team of UN specialists against fund mandate, national strategy alignment, and design logic.

Modality 4: UN Consulting Services RFPs (UNICEF, UNFCCC, and Other Agencies)

When used: A UN agency issues a competitive RFP to procure consulting firms, IT service providers, or individual consultants for implementation, evaluation, system development, or advisory services.

Typical features:

• Annex-based RFP package (multiple annexes covering terms, requirements, templates)
• Technical and financial proposals submitted as separate files (not sealed envelopes, but distinct documents)
• Standardised technical proposal template provided by the agency (varies by agency)
• UN CV template for key personnel
• IPR defaults to the UN body — secretariat/agency holds exclusive rights on all work produced
• All prices quoted exclusive of taxes and VAT (UN exemption)
• Staged payments tied to deliverables (not time-based billing)
• Third-party reviews may be mandated (project management and technical quality)

Common technical proposal structure (synthesised from UNICEF and UNFCCC patterns):

Evaluation approach: Cumulative point scoring (technical + financial), with technical and financial proposals evaluated separately. Technical weight typically 60-70%, financial 30-40%.

Modality 5: UNDP Direct Consulting Procurement

When used: UNDP procures consulting firms or individual consultants directly for implementation support, evaluations, assessments.

Typical features: Similar to World Bank but with UNDP-specific templates and procedures. Uses UNDP Procurement Manual (not World Bank SPDs). Individual consultant procurement uses a different process from firm procurement.

Universal Scoring Areas

The Three-Tier Scoring Band (Competitive Grants)

UNDP competitive grants typically score on three-tier bands rather than the World Bank's 0-4 scale:

Critical insight: There is no partial credit within bands. The jump from Band 1 to Band 2 is massive (often doubling the score). Write to clearly cross the Band 3 threshold on every criterion.

Scoring Strategy by Section

Methodology (40-50% — The Decisive Section)

Band 1 (Somewhat): Restates the call objectives. Generic activities. Could apply to any project.

Band 3 (Fully):

• Strategy and approach explicitly linked to the call's thematic priorities
• Activities logically produce the stated results — clear results chain
• Implementation plan with timeline, responsibilities, and milestones
• Risk register with specific mitigations (not generic "we will manage risks")
• Monitoring plan integrated into implementation

Gender and Social Inclusion (Standalone Criterion)

Band 1: "The project will ensure gender equality" — vague language, no specifics.

Band 3:

• Gender analysis informs the project design
• Specific activities targeting women, youth, persons with disabilities
• Sex-disaggregated indicators and targets
• Budget line items for gender-specific activities
• Results framework includes gender-specific outcomes

In GEF SGP: At least 30% of funded projects must be implemented by indigenous women and youth — proposals led by these groups have a structural advantage.

Organisational Experience

Low score: General description of the organisation. No specific project references.

High score:

• Named past projects with dates, values, and outcomes
• Years of experience quantified (5+ years scores maximum in most rubrics)
• Team members identified with contracts or CVs attached
• Partnership history documented (long-standing partnerships score higher)
• Previous engagement with the funding programme noted

Sustainability

Band 1: "The project results will be sustained after completion."

Band 3:

• Specific institutional arrangements for post-project continuation
• Exit strategy with handover milestones
• Self-financing provisions or alternative funding sources identified
• Capacity built in local institutions to maintain results
• Government commitment to continuation (letter or endorsement)

Budget

Band 1: Unrealistic costs, unexplained line items, administrative costs exceeding cap.

Band 3:

• Every line item justified and realistic
• Administrative costs well within the cap (typically 15-20%)
• Co-financing clearly documented (source, type, amount, committed vs. projected)
• Annual breakdown aligned with the work plan
• VAT excluded where UNDP exemption applies

Administrative Compliance — The Pass/Fail Gate

Unlike World Bank (where the minimum technical score is the survival line), UNDP grants use administrative verification as the hard gate. Failing administrative verification means instant disqualification — no amount of proposal quality can recover.

Common Disqualification Triggers

Rule: Complete the administrative checklist before investing time in proposal content. If any document cannot be obtained, the proposal may not be worth writing.

Co-Financing — A UNDP Differentiator

Unlike World Bank consulting procurements (where the client pays the consultant), UNDP grants expect the applicant to contribute resources:

Strategic insight: Co-financing signals commitment and sustainability. A proposal requesting 100% funding from UNDP is weaker than one showing 30-50% co-financing. In UN Trust Funds, the explicit instruction is that funds provide "seed money" — proposals requesting full funding are disadvantaged.

Government Endorsement

For UN Trust Fund proposals and many UNDP country programme grants, NGO applicants must demonstrate government concurrence:

• Contact the relevant government ministry early in the proposal development process
• Obtain a letter of endorsement or no-objection
• The local UNDP office can advise on procedures and the appropriate government counterpart
• Without government concurrence, the proposal cannot be processed

This does not apply to all UNDP instruments — competitive CSO grants may not require it. Check the specific call requirements.

Page Limits and Formatting

UNDP grants often impose strict page limits (unlike World Bank, which typically does not):

Implication: Conciseness is essential. Use tables, bullet points, and structured formats. Every sentence must earn its place.
