Jarvis Plan

A one-shot plan setup that turns a task source (a Jira ticket, Confluence/Notion page, an existing doc, or the human's own writing) into a plan document plus a detailed work checklist, gets the human's approval, and writes them to .jarvis/ so the watch can review against them. Called once by the /jarvis watch on first boot when the human opts into planning, or standalone for "make a plan / break this into a checklist" requests. It drafts; the human owns and approves. It never writes product code — only the planning docs, and only after the human signs off.
