Pvc Git Commit Message Local

Writes a git commit message in PVC format. First line is `vX.Y.Z - headline`, then `- one change per line` bullets. Bumps the semantic version from the most recent commit based on diff scope (PATCH for fixes, MINOR for new functionality, MAJOR for breaking changes). Reads `git status`, `git diff`, and `git log` so bullets describe real changes not hallucinated ones. In this variant Claude also EXECUTES the commit LOCALLY in the host project (see the Local Execution Steps); never pushes, never adds remotes. Use when asked to "commit this", "write a commit message", "make a commit", "git commit", "commit the session", or on situational phrasings like "wrap this up", "save my changes", "message for these changes", "what should I commit this as".
