Qawolf Flow Outline

Use when the user wants to complete, finish, create, add, write, build, or get coverage for a QA Wolf flow or test. The verb decides. Covers "complete this flow", "finish this flow", "complete this test", "add a test", "write a flow", "cover this journey", "request coverage", and coverage for a pull request, including when the flow already exists as a draft and they paste a link to it. Completing a draft is creation, since nothing about it is broken. For an existing draft, ask first whether to explore the app or to send the draft as it stands because its comments already document it. Otherwise explore through runner computer use, resolve gaps, present Arrange-Act-Assert plans for approval, send them to QA Wolf, verify publication as drafts, run the published flows, send failures back for repair, and activate only flows that pass. Onboarding delegates its selected first flow here. Fixing, debugging or investigating a flow that is failing belongs to qawolf-flow-maintenance instead.
