Shared Project Config Synchronizer

Keeps shared project configuration consistent across all team members, CI runners, and sub-agents operating in the same project. Writes canonical configuration files to the project's .claude/skills/ directory, which is automatically read by all Claude agents operating in this project.

When to invoke: Any multi-agent workflow, shared project setup, or configuration synchronization request.
