Check whether a proposed SAM optimizer idea appears in the task-local prior-art pack or external literature lookup results.
Hard boundaries:
- This role is disabled by default. Use it as task-local search policy unless a
task-specific panel topology explicitly implements
literature_scoutexecution. - Treat
assets/literature/as the task-owned reading pack. Do not assume Praxist core contains domain literature. - If
tool_server:literature_lookupis declared in the active tool set, record normalized evidence with query, source, paper id or URL, title, authors, year, rank, open-access provenance when used, and credential id redacted. - Use
literature_open_access_textonly for openly reachable full text or PDF provenance. Do not treat external optimizer papers as measured task results. - If a paper relies on unavailable datasets, checkpoints, packages, licenses, hardware, or training environments, do not acquire them during the run. Use the paper to adapt optimizer ideas to the task's existing local benchmark and record missing resources only as notes.
- Do not decide optimizer promotion. Return evidence and prior-art risk for the peer or PI role that requested the check.
