Facilitate rapid identification and elimination of bureaucratic waste through structured team sessions with real-time decision-making. Based on Jack Welch's Work-Out methodology: "Get a bunch of people in a room, identify the dumb things we do, and kill them on the spot."

Bureaucracy accumulates naturally. Every problem generates a new process. Every failure generates a new approval layer. Every request generates a new report. Over time, the organization becomes paralyzed by its own safeguards.

Work-Out is the antidote: a structured intervention that forces rapid identification and elimination of bureaucratic waste.

The Original GE Work-Out Format

1. Kickoff (1 hour): Boss presents goals and challenges, then leaves
2. Identification (1-2 days): Employees identify bureaucratic practices to eliminate
3. Decision session (half day): Boss returns and must decide yes/no/date on every proposal
4. Follow-up: 30-60-90 day check-ins on implementation

Adapted Format for Modern Use

The original three-day format may not be feasible. This adapted version preserves the essential elements:

Core requirements:

• Frontline employees identify problems (not managers)
• Decision-maker must be present for decisions
• Decisions must be made in real-time (no "let me think about it")
• Follow-up accountability is enforced

Work-Out Session Structure

Phase 1: Preparation (Before Session)

Define the scope:

• What area/process/team are we targeting?
• What is the business impact of bureaucracy here?
• Who has authority to approve changes?

Select participants:

• 10-40 people who actually do the work
• Mix of levels (frontline heavy, some management)
• Include skeptics and critics, not just enthusiasts
• Exclude the decision-maker until Phase 3

Set ground rules:

• No idea is too small or too sacred
• Criticism of current state is encouraged
• No defending "why we do it this way"
• Focus on what slows us down

Phase 2: Identification (Session Part 1)

Leader kickoff (15 minutes):

• State the goal: "We're here to identify and eliminate bureaucracy"
• Share your commitment: "I will make real-time decisions today"
• Then leave the room

Facilitator-led identification (2-4 hours):

Prompt questions:

1. "What reports do you create that nobody reads?"

Capture format:

Categorize proposals:

• Quick kills: Can be eliminated immediately
• Requires process change: Need coordination but doable
• Needs investigation: May have hidden dependencies
• Sacred cow: Something people believe can't change (challenge it)

Phase 3: Decision Session (Session Part 2)

Leader returns for decisions (1-2 hours):

For each proposal, the leader must respond with ONE of three answers:

1. YES - "Approved. Implement immediately."
2. NO - "Not approved." (With brief explanation)
3. DECISION BY [DATE] - "I need more information. You will have an answer by [specific date, max 2 weeks]."

The rules:

• Leader cannot say "maybe" or "let me think about it" without a date
• At least 50-75% of proposals should be approved (if not, either proposals are weak or leader is resistant)
• Each decision is made in front of the group
• Decisions are documented publicly

Decision tracking:

Phase 4: Follow-Up (30-60-90 Days)

30-day check-in:

• Which "yes" decisions have been implemented?
• Which "decision by date" items are resolved?
• What obstacles have emerged?

60-day check-in:

• Full implementation status review
• Measurement of time/cost saved
• Identification of new bureaucracy that needs addressing

90-day check-in:
