Step 4: Ensure Democratic Access

Constraints

• Do not accept modesty. A civic center that does not inspire does not serve its function. The community deserves spaces that stir the blood.
• Do not fragment. Buildings added incrementally without unified vision create confusion, not civic pride.
• Do not exclude. A civic center that intimidates rather than welcomes fails its democratic purpose.
• Do not ignore context. The civic center must relate to the larger city, not stand apart as an island.
• Do not forget the human. Monumental scale must still accommodate human activity and comfort.

Site Selection Criteria

Recommended Site

The riverside lot is correct, but too small if conceived only as a city hall site. Assemble adjacent parcels to create a proper civic green extending from the existing commercial street to the riverfront. The civic center should not face away from the city toward the river, nor away from the river toward the city. It should unite them - with the river as the natural backdrop to the civic stage.

Design Principles

Spatial Organization

The civic green should be an elongated rectangle, approximately 300 feet wide and 500 feet long, with City Hall at the head (away from river), the river promenade at the foot, and additional civic buildings flanking the sides. The cross-axis should connect to the commercial street on one side and a future cultural district on the other.

Citizens approaching from downtown walk through the civic green toward the river - experiencing government, open space, and natural beauty as an integrated sequence. Citizens arriving by river see City Hall rising at the end of the green, declaring the community's presence.

Building Program

The Central Open Space

The civic green itself is the primary gathering space. A formal lawn (approximately 200 x 400 feet) lined with double rows of trees, with a central promenade of appropriate width for ceremonial procession or casual stroll. The surface should be grass with stone pathways - soft enough for festivals, dignified enough for ceremonies. At the center, a flagpole or modest monument marking the geometric heart. The space should accommodate 10,000 citizens for major gatherings while remaining intimate for daily use.

Boulevard Connections

Three boulevards should extend from the civic center:

1. Main Street Boulevard - connecting civic green to existing commercial core, tree-lined with widened sidewalks
